The Odisha Cabinet has approved ten important proposals aimed at enhancing governance and administrative processes through digital methods. This decision was reached during a meeting held at Lok Seva Bhavan in Bhubaneswar on August 13, 2026. The proposals span six major departments, underscoring the state government’s focus on advancing digital governance.

Chief Minister Mohan Charan Manjhi’s leadership was highlighted in a post from the Chief Minister’s Office, which asserted efforts to strengthen good governance through digital transformation. The Cabinet’s decisions are set to further the objectives outlined in the state’s governance framework.

Among the approved initiatives is the Odisha State Workflow Automation System (OSWAS) 3.0. This system will allow the implementation of an integrated digital workflow platform, which aims to facilitate a more efficient and transparent administrative process across various government offices, from Lok Seva Bhawan to the block level.

OSWAS 3.0 Aims to Transform Governance

OSWAS 3.0 is designed to transition the state towards a paperless and faceless administration. The initiative will enable web-enabled access for workflow management, ensuring that governance is accessible and accountable at all times. The project has received an allocation of Rs 122.60 crore to support its implementation and subsequent operational needs for five years.

By employing advanced digital processes, OSWAS 3.0 seeks to enhance the transparency and efficiency of governmental functions. The initiative marks a significant step towards modernising governance, fostering a digital-first approach that prioritises the needs of citizens.
