On August 13, 2026, Bihar Chief Minister Samrat Choudhary conducted a review meeting for the ‘Vision 2030 – Bihar Fisheries Priority Projects’ at the Sankalp auditorium in Lok Seva Awas, Patna. The meeting focused on strategies to enhance Bihar’s ranking among top inland fish-farming states in India. A commitment was reiterated to progressively increase fish production, create jobs, and boost income opportunities while promoting the ‘Blue Economy’.

Roadmap Outlined for Sustainable Fisheries Development

During the meeting, Shrisat Kapil Ashok, Secretary of the Dairy, Fisheries, and Animal Resources Department, presented a comprehensive roadmap aimed at transforming Bihar’s fisheries sector through sustainable practices and value addition. As part of this initiative, a proposal was made to optimise 1,848.75 hectares of direct intervention area and a project impact area of 9,357 hectares across eight key projects. The initiative aims to achieve a target of producing 50,200 metric tons of fish.

Funding for these projects is anticipated to be sourced from the Fisheries and Aquaculture Infrastructure Development Fund (FIDF) alongside the Pradhan Mantri Matsya Sampada Yojana (PMMSY). This financial support will foster improvements in processing, marketing, and job creation within the sector, significantly enhancing production capacity.

Concrete plans were outlined for the establishment of special fish clusters in various districts, tailored to regional strengths. For instance, the Wetland (Ardrabhumi) Cluster in Siwan, the Scampi Cluster in Saran, and the Cage Cluster in Munger are among the priority areas, while the Mithila region in Madhubani will focus on wetland-based fish farming. Additionally, a Comprehensive Fish Cluster is set to develop in Motihari.

Action Plan for Fisheries Development Emphasised

During the review, Chief Minister Choudhary urged officials to expedite the implementation of the action plan geared towards the holistic development of fisheries in Bihar. He stressed the necessity of crafting a clear, phased strategy for enhancing production capabilities. Modern and scientific methods were advocated to ensure sustained income growth for fishing families.

In an effort to strengthen economic capacities within the sector, the Chief Minister highlighted the importance of empowering Fisherman Cooperative Societies. He called for enhanced support concerning skill development and management practices to bolster their economic standing and overall revenue generation.

Choudhary pointed out the extensive potential existing in Bihar’s fisheries sector, advocating for fortifying the entire value chain from production through to processing and marketing. He maintained that ‘Vision 2030’ serves as a pivotal framework for increasing incomes for farmers and fishermen alike, generating new employment opportunities, and reinforcing the rural economy of Bihar.

The meeting saw participation from prominent officials, including Minister of Dairy, Fisheries, and Animal Resources Nand Kishore Ram, Chief Secretary Pratyaya Amrit, and Principal Secretary to the Chief Minister Deepak Kumar, among others. These discussions align with the state’s vision to become a leader in the inland fisheries domain.
