Himachal Pradesh Achieves Third Rank in Investment Friendliness Index 2026

The position of Himachal Pradesh as the third most investment-friendly hill state is highlighted in the recently released ‘Investment Friendliness Index (IFI) 2026’ by NITI Aayog. This accomplishment underscores the Himachal government’s ongoing commitment to enhancing the investment climate within the state.

Himachal Pradesh is positioned among hilly and North-Eastern states in the ‘Frontrunner’ category, reflecting the government’s sustained efforts to improve the ease of doing business. Various policy tools have been implemented effectively to bolster investor confidence.

Key Areas of Strength Identified

The Investment Friendliness Index 2026 acknowledges several strengths of Himachal Pradesh, particularly in human resources and workforce participation. The state has been recognised for its robust institutional effectiveness and a favourable regulatory environment, both of which significantly enhance its attractiveness to investors.

Himachal Pradesh has attained first place in the Infrastructure Pillar, attributing its success to advancements in logistics, digital connectivity, power infrastructure, and industrial facilitation. Additionally, the state leads in the Resources Pillar, credited with high labour force participation and one of the highest rates of women workforce participation in the country.

In terms of the Regulatory Ease Pillar, Himachal Pradesh ranks fourth, signalling a conducive business environment and well-established investor facilitation mechanisms. The Institutional Environment Pillar has showcased benefits such as a low incidence of cybercrime and an effective grievance redressal system.

Government Officials Comment on Achievements

Chief Minister Thakur Sukhvinder Singh Sukhu expressed satisfaction with the state’s impressive ranking, attributing it to the government’s focus on the Business Reforms Action Plan (BRAP) that streamlines business operations. He noted that this result is a clear indication of their reform-oriented approach, aimed at fostering a transparent and efficient investment climate.

Industries Minister Harshwardhan Chauhan stated that this recognition serves as an endorsement of the state government’s initiatives to strengthen the investment ecosystem. Under the Chief Minister’s leadership, efforts will continue to promote industrial growth and attract investments that will create employment opportunities across Himachal Pradesh.

Principal Secretary (Industries) M. Sudha Devi remarked that the state has been classified as a ‘Top Achiever’ in critical areas such as construction permit enablers, healthcare sector reforms, and services sector reforms. The state has implemented a Single Window System that provides 180 services across 30 departments, ensuring a streamlined process for investors and enterprises.

She further noted that the Industries Department will persist in enhancing the state’s competitiveness and investor confidence through progressive reforms and stakeholder-centric governance. These efforts are intended to sustain and improve the investment landscape of Himachal Pradesh in the coming years.
