The Delhi Development Authority (DDA) has granted initial approval for the Master Plan for Delhi-2047 (MPD-2047), which aims to facilitate long-term development and transformation in the capital. The decision emerged during a meeting chaired by Lieutenant Governor Sardar Taranjit Singh Sandhu and will next be forwarded to the Ministry of Housing and Urban Affairs for final endorsement. This proposal is particularly relevant against the backdrop of recent youth protests in July.

The MPD-2047 is structured to address comprehensive development in Delhi, touching on various aspects such as housing, transportation, infrastructure, economic activities, environmental issues, and heritage conservation. While the approved points of interest cover a wide range, three major focus areas include economic growth, housing expansion, and infrastructure enhancement.

Deliberations by key stakeholders, including the Delhi Government, the Municipal Corporation, and other relevant bodies, formed the basis of this extensive plan. The goal includes ensuring that development aligns with both urban growth and community needs.

Focus on Economic Development

The MPD-2047 emphasises the integration of economic growth with improved infrastructure, including transportation and mobility. The plan outlines the creation of new growth centres and aims to enhance connectivity to less-accessible areas of the city. According to Binitha Dalal, Founder and Managing Partner of Mt. K Kapital, this focus could significantly impact regions such as Alipur, Kanjhawala, and the Mundka belt by making them more accessible to employment opportunities.

Dalal also highlighted that the goal is to develop these areas into fully-functioning urban centres rather than mere extensions of existing urban landscapes. The potential for organised residential and commercial development in these regions could transform the approach to urban planning in Delhi.

This strategic focus on economic development is expected to interconnect various districts, thereby supporting the overall growth of the city and contributing positively to the local economies.

Housing and Infrastructure Improvements

As Delhi’s population is anticipated to surge by 2047, MPD-2047 aims to address the increasing demand for housing while unlocking the potential of areas already developed. The DDA sanctioned a new policy for the redevelopment of older two-storey housing units in colonies like Naraina Vihar, providing property owners the option to either build anew or renovate their existing homes under specific guidelines.

Additionally, the DDA has approved a land-use change for a 19.63-hectare metro depot in Narela, focusing on enhancing public transportation within the city. This depot will facilitate the new Rithala-Kundli metro corridor, which aims to connect various residential sectors and economic hubs, thereby promoting mobility and accessibility.

Mohit Goel, Managing Director at Omaxe Ltd, remarked that the benefits of metro connectivity are likely to extend beyond the capital, influencing real estate demand in surrounding areas like Faridabad and Noida. This interconnectedness underlines the need for better infrastructure to accommodate future growth.

Environmental Considerations and Heritage Balancing

The MPD-2047 also prioritises environmental sustainability as a core tenet. A land-use conversion approved at Pocket-C, IFC, Gazipur, will facilitate the establishment of a Waste-to-Energy plant aimed at managing pollution and promoting cleaner living conditions in the capital. Additionally, a compensatory neighbourhood park is planned to enhance recreation.

In terms of historical preservation, the DDA approved a land-use change for 1.97 acres at Roshanpura for the future national headquarters of the Veterinary Council of India. Alongside this, significant expansion efforts for organisations dedicated to preserving Indian traditional knowledge systems are also underway.

The DDA’s decisions reflect an effort to harmonise modern urban development with cultural and environmental integrity, ensuring a balanced approach towards progress in the capital.
