In a strong warning against illegal construction and criminal activities, Darjeeling MP Raju Bista has announced plans to implement what he described as the “UP Model” across parts of North Bengal, including Siliguri and adjoining regions.

The BJP MP stated that no illegal structure built on encroached government land would be spared, adding that stringent action would soon be initiated to curb such activities. As part of the proposed crackdown, he revealed that around two dozen bulldozers (JCBs) are being brought in from Uttar Pradesh to carry out demolition drives.

“As a preparatory measure, I have ordered 24 JCBs from Uttar Pradesh. These will be used to demolish all illegal structures within the city, including those built on encroached government land,” he said.

High-level meeting with officials

The announcement followed a high-level meeting held on Thursday at the office of the Siliguri Sub-Divisional Officer (SDO), where Raju Bista met senior police and administrative officials.

Among those present were Siliguri Police Commissioner Syed Waqar Reza, Darjeeling District Magistrate Harishankar Panicker, the District Superintendent of Police, and other officials.

Bista asserted that preparations for demolishing illegal constructions in Siliguri and Darjeeling had already begun.

Issuing a direct warning to individuals involved in unauthorised construction of houses, malls, and commercial establishments, the MP urged them to dismantle such structures voluntarily.

He cautioned that once demolition begins, adjoining properties may also be affected.

Focus on drugs and illegal activities

In addition to addressing illegal construction, Raju Bista said a list of individuals allegedly involved in drug-related activities has been handed over to the administration, with instructions to intensify action to make Siliguri drug-free.

He also spoke out against illegal sand mining and extraction from rivers, stating that while small-scale collection by economically weaker sections would not be opposed, organised syndicates or “mafia raj” would not be tolerated. Directions have also been issued for strict action against extortion practices such as “goon tax,” illegal toll operations, and unlicensed bars and pubs.

Political reactions

The announcement has triggered strong reactions in political circles. While sections of the opposition have criticised the proposed “bulldozer model” as an approach driven by fear, BJP leaders have defended it as a necessary measure to restore order, ensure lawful governance, and improve urban conditions.

“This is a government of change. No illegal activity will be tolerated anywhere—whether in Darjeeling, Siliguri, or Kalimpong,” Bista said.
