“Shameful, 180-degree Reversal”: US Senate Democrats Criticise Trump Administration Over Russian Oil Waiver Extension

The US Senate Democrats have sharply rebuked the Trump administration for its decision to extend a waiver allowing the sale of sanctioned Russian oil. The senior Democratic lawmakers described this move as a “shameful” reversal of policy. Key figures in this condemnation include Senate Foreign Relations Committee leaders Jeanne Shaheen, Chuck Schumer, and Elizabeth Warren, who issued a joint statement addressing the issue.

The waiver in question, Russia General License 134, reportedly eliminates the sanctions risk for entities involved in purchasing Russian oil loaded onto vessels as of March 12. The timing of this decision has raised eyebrows, especially given recent comments from US Treasury Secretary Scott Bessent, who had indicated that there would be no renewal of the general licence allowing for limited transactions involving Russian and Iranian oil.

In a press briefing on April 16, Bessent explicitly stated, “We will not be renewing the general licence on Russian oil and Iranian oil.” His words contrasted sharply with the recent policy change, further fuelling the displeasure expressed by the Democratic leaders.

Criticism in Light of Ongoing Conflict in Ukraine

Lawmakers highlighted the timing of the waiver extension amid escalating violence in Ukraine, notably following what they characterised as one of the largest aerial attacks launched by Russian President Vladimir Putin this year. This attack reportedly resulted in the deaths of 18 individuals, stirring concern regarding the implications of relaxing sanctions on Russia.

The Democratic senators stated, “This decision is shameful and a 180-degree reversal from Secretary Bessent’s two-day-old pledge not to extend sanctions relief for Russia.” They underscored the troubling message this policy might send, especially as violence continues to escalate in the region. They warned that easing sanctions could encourage Russia during a period of heightened military activity.

Furthermore, the lawmakers cited a significant increase in Russia’s oil revenues, particularly noting economic advantages stemming from the complex geopolitical landscape, including tensions involving Iran. They were concerned that these financial benefits would only exacerbate the ongoing conflict in Ukraine.

Calls for Stronger Sanctions on Russia

The Democratic leaders urged President Trump to adopt a firmer approach towards Russia, suggesting that additional sanctions are necessary. They expressed fears that without heightened pressure, the war could extend indefinitely, resulting in further loss of life.

In their statement, the senators admonished President Trump, asserting, “He needs to stop letting Putin play him for a fool and impose additional sanctions on Putin, who is clearly not feeling sufficient pressure from this President.” They emphasised that a change in strategy is crucial to facilitate peace and safety for civilians in Ukraine.

The waiver extension coincided with a newly issued temporary permit from the US Treasury Department, allowing the sale and transport of sanctioned Russian oil that had reportedly been left stranded at sea. This licence, made effective on April 17 and valid until May 16, purportedly aims to stabilise global energy markets disrupted by ongoing tensions in West Asia.

The issuance of this licence follows the expiration of a previous 30-day waiver on April 11. The renewed waiver has sparked significant debate among US lawmakers, reflecting deep divisions regarding the most effective approach to dealing with Russian actions on the global stage.
