NIA Chargesheet Mentions Mastermind and Two Others in Red Fort Blast Case

The National Investigation Agency (NIA) has formally submitted a supplementary chargesheet against three individuals connected to the car bomb explosion that occurred near Delhi’s Red Fort in November 2025, resulting in the deaths of eleven people. This filing was made to the NIA Special Court at Patiala House Courts.

The new chargesheet identifies Zameer Ahmad Ahanger, Tufail Ahmad Bhat, and an absconding prime accused, Muzafar Ahmad alias Faraz alias Zafar, all hailing from Jammu and Kashmir. With this addition, the total number of accused in the case has reached thirteen, including the deceased main accused, Dr. Umer Un Nabi.

Muzafar Ahmad, who possesses an MBBS and MD degree, is reportedly the elder brother of co-accused Dr Adeel Ahmed Rather and has been linked to the formation of “AGuH Interim,” a faction affiliated with Al-Qaeda. The NIA describes him as a principal architect behind the Vehicle-Borne Improvised Explosive Device (VBIED) attack.

Allegations Against Muzafar Ahmad

The investigation uncovered that Muzafar Ahmad attended a covert meeting at Eidgah in Srinagar in June 2022, during which the terror module AGuH Interim was established. According to the NIA, he played a crucial role in manufacturing and storing explosive devices at a secret facility operated alongside fellow accused, Dr Umer Un Nabi, and Muzammil at Al-Falah University in Faridabad.

The NIA has secured a Non-Bailable Warrant (NBW) for Muzafar Ahmad and is making efforts to locate and apprehend him. Investigators have labelled Zameer Ahmad Ahanger as an Overground Worker (OGW) for AGuH Interim, asserting that he was in active communication with handlers and facilitated the transport of arms, ammunition, and cash for this terror group.

Additionally, Tufail Ahmad Bhat, a former OGW of the banned terrorist group Lashkar-e-Taiba, is accused of being the module’s arms supplier. The NIA claims he procured an AK-47 rifle, a Krinkov rifle, a pistol, and live ammunition, delivering these to the deceased main accused, Dr Umer Un Nabi, for a payment of Rs 3 lakh.

Charges Filed Under Various Acts

The NIA has filed charges against arrested individuals Zameer Ahmad Ahanger and Tufail Ahmad Bhat under multiple sections of the Unlawful Activities (Prevention) Act, as well as several sections of the Bharatiya Nyaya Sanhita (BNS). The agency has further charged the absconding accused, Muzafar Ahmad, under various sections of the BNS and the Explosive Substances Act, highlighting the severity of their actions.

According to the NIA, the evidence collected includes a thorough forensic examination, geo-location mapping of relevant conspiracy sites, and detailed financial trail analysis, which established links among the accused. The investigation into this case remains ongoing as authorities continue to seek justice for the victims of the blast.

The case highlights the complexities involved in counter-terrorism operations, where investigative agencies must navigate through networks and connections to dismantle terrorist activities. The NIA’s efforts reflect a substantial commitment to addressing the serious threat posed by such groups in India.
