Karnataka CM Shivakumar Introduces 15-Day Action Plan for Governance

Karnataka Chief Minister DK Shivakumar has launched an extensive administrative framework aimed at enhancing governance in the state. During a review meeting held in Bengaluru on June 4, the Chief Minister instructed officials to adopt a constructive approach in their operations and ensure the timely execution of key governance measures. He emphasised the need for accountability and transparency while engaging with grassroots communities.

The Chief Minister strongly articulated that his administration would operate without bias related to religion, caste, or external influence. He expects that officials will focus on solving community issues, fostering a positive environment across departments. Shivakumar ordered the preparation of detailed action plans within a 15-day timeframe to facilitate systematic implementation of government policies.

Furthermore, he mandated that secretaries regularly visit districts and taluks, conduct field meetings, and directly oversee the advancement of governmental schemes and public concerns. This hands-on approach aims to bolster the efficiency of service delivery to citizens.

Concerns Over Voting Rights and Public Grievances

In his address, the Chief Minister underscored the importance of protecting the voting rights of eligible citizens and expressed worries regarding disenfranchisement stemming from voter enumeration processes. He instructed officials to ensure adequate awareness efforts, proper documentation, and adherence to guidelines necessary for voter registration.

In response to public grievances, Shivakumar announced a more robust grievance redressal mechanism. This will include a separate structure within the administration dedicated to evaluating public protests and complaints, assessing their legal basis in a systematic manner. This initiative aims to enhance responsiveness and accountability in dealing with citizen issues.

On matters of financial oversight, he highlighted the need to properly track and utilise corporate social responsibility (CSR) funds, which are estimated to be between ₹8,000-₹8,500 crore. Shivakumar stressed that investment should be prioritised in educational infrastructure, including the establishment of new schools to reduce the migration of students to Bengaluru for education.

Stance on Governance and Law Enforcement

Shivakumar reiterated the principles of ethical governance, instructing ministers, Members of the Legislative Assembly, and officials to resist any pressure that may impede their decision-making processes. This emphasis on integrity seeks to fortify public trust and improve governance standards across the state.

In terms of law and order, he proposed the establishment of special police units in each taluk to effectively combat crime and closely monitor potential disruptive elements. This initiative is part of a broader effort to ensure the safety and security of citizens.

In closing, he reaffirmed the government’s unwavering commitment to delivering a fair and corruption-free administration. He called upon officials and stakeholders to collaborate in ensuring the successful implementation of government initiatives, thus reinforcing the administration’s focus on welfare and public service.
