Dinesh Biwal, Vikas Biwal Seek Bail From Delhi Court in NEET UG Paper Leak Case

Dinesh Biwal and Vikas Biwal have submitted pleas for bail in connection with the NEET UG Paper leak case. The Rouse Avenue court in New Delhi has scheduled a hearing for July 17. Both individuals were arrested due to their alleged involvement in the leak of the NEET UG Exam Paper for the year 2026.

The case has garnered significant attention, and the bail applications will be reviewed by Special CBI Judge Ajay Gupta. Currently, Dinesh Biwal and Vikas Biwal are among thirteen individuals taken into custody by the Central Bureau of Investigation (CBI) as part of the ongoing investigation into the paper leak.

All detainees remain in judicial custody until July 24, as authorities continue to delve into the alleged offences associated with the case.

Details of the Alleged Offences

The allegations stem from a First Information Report (FIR) lodged on May 12, following a complaint by a government official. The FIR includes various sections of the Bureau of Narcotics and the Prevention of Corruption Act, as well as infractions related to the use of unfair means during examinations.

The CBI claims that Mangilal Biwal was in contact with Shubham Khairnar to secure the NEET question paper for his son, Vikas Biwal. Authorities have reportedly recovered evidence, including question papers from Mangilal’s mobile device. This material forms a crucial part of the investigation into the leak.

The agency asserts that Mangilal allegedly acquired a leaked NEET UG Paper from Yash Yadav for a monetary deal of Rs. 10 lakh. During subsequent interrogations, Vikas Biwal stated that he met Yash Yadav while attending coaching classes in Sikar, Rajasthan. This connection is believed to have facilitated the paper leak process.

Complex Web of Allegations

Reportedly, Mangilal Biwal further disseminated the leaked question paper to multiple candidates for a total sum of Rs. 12 lakh. This troubling aspect of the case has raised questions about the integrity of examination processes within the educational system.

Additionally, the court has provisionally permitted Yash Yadav to take the NEET UG Exam, scheduled for June 21, and to attend his sister’s wedding on June 22 while remaining in judicial custody. This decision reflects the court’s approach to balancing judicial processes with individual rights.
