Quad Nations Announce Fuel Security Forum To Strengthen Indo-Pacific Energy Resilience

The Quad countries—India, Australia, Japan, and the United States—have reasserted their dedication to enhancing energy stability and security across the Indo-Pacific region. This commitment was highlighted in a recent statement from the Ministry of External Affairs, which revealed plans for the establishment of a Quad Fuel Security Forum. This forum aims to facilitate collaboration and high-level discussions among the member countries regarding energy security.

The announcement outlined that the nations would engage in identifying cooperative initiatives related to energy security within the technology, policy, management, and international market analysis sectors. In addition, emergency response exercises will be part of the agenda to ensure preparedness and resilience in the face of potential energy disruptions.

Collective Commitment to Energy Markets

The statement further elaborated on the collective recognition of the impacts that disruptions to global energy markets can have, especially concerning oil, gas, petrochemical products, and essential goods. Leaders from the Quad countries expressed a unified intent to collaborate on energy security and build resilience in the region, which has been notably affected by these disruptions.

Moreover, the Quad highlighted the necessity of ensuring well-functioning and stable energy markets. Emphasising the importance of secure and uninterrupted trade routes, the member countries underscored the significance of safeguarding critical maritime routes and infrastructure. They reiterated their commitment to maintaining an unimpeded freedom of navigation in vital trade corridors such as the Strait of Hormuz.

In this regard, the need to oppose any measures that restrict the flow of commercial vessels was stressed. The Quad nations collectively affirmed their responsibility towards enabling a reliable flow of global commerce, an element deemed essential for both economic stability and energy security.

Regional Energy Resilience Initiatives Highlighted

The discussion also encompassed regional initiatives that contribute to enhancing energy resilience. For example, Japan’s Partnership On Wide Energy and Resources Resilience (POWERR Asia) was mentioned alongside India’s initiatives aimed at bolstering energy security in South Asia. Furthermore, Australia’s engagement in the Southeast Asian and Pacific regions was noted, particularly through its $2 billion Southeast Asia Investment Financing Facility and financial assistance to Pacific island nations.

The Quad nations highlighted the necessity for cooperative efforts across the entire energy value chain. They acknowledged the challenges faced by small-island developing countries, particularly in the Pacific, which experience distinct vulnerabilities related to energy security.

In light of the ongoing fluctuations and disruptions in energy markets, the member nations encouraged all parties involved in energy production, transit, and consumption to maintain transparent and open markets. This approach aims to secure steady access to energy products throughout the Indo-Pacific region and ensure adequate availability in times of crisis.
