India, Japan Pledge to Deepen Quad Collaboration and Secure Critical Supply Chains

The CSR Journal Magazine

Prime Minister Narendra Modi and Japanese Prime Minister Sanae Takaichi have reaffirmed their commitment to the Quad framework, pledging to strengthen cooperation across key strategic sectors and work towards a resilient, secure and prosperous Indo-Pacific region.

Following bilateral talks during Takaichi’s three-day visit to India, the two leaders emphasised that closer cooperation between New Delhi and Tokyo would reinforce broader Quad objectives. They also announced plans to accelerate preparations for the upcoming Quad Leaders’ Summit and expand regional partnerships through new diplomatic initiatives.

India And Japan Reinforce Quad Agenda

According to a joint statement issued by the Ministry of External Affairs, the two leaders agreed to deepen practical cooperation across the Quad’s four core pillars: maritime and transnational security, economic prosperity, critical and emerging technologies, and humanitarian assistance and disaster response.

Modi and Takaichi reiterated their support for ASEAN centrality and unity, while backing the ASEAN Outlook on the Indo-Pacific as a framework for promoting peace, stability and prosperity across the region.

In a move aimed at broadening regional engagement, the leaders agreed to begin preparations for an inaugural trilateral 1.5-track policy dialogue involving India, Japan and the Philippines.

The proposed dialogue is intended to enhance policy coordination and contribute to stability and security in the Indo-Pacific.

Focus On Critical Minerals And Supply Chain Resilience

Recognising the growing importance of secure supply chains for advanced manufacturing and emerging technologies, the two countries pledged to strengthen cooperation on critical minerals.

The leaders stressed the need to reduce dependence on single-source suppliers and build resilient supply networks among like-minded countries.

To achieve this objective, India and Japan agreed to utilise major international financing mechanisms, including the World Bank Group’s Resilient and Inclusive Supply-chain Enhancement Partnership and the Asian Development Bank’s Critical Minerals-to-Manufacturing Financing Partnership Facility.

The initiatives are expected to support the development of diversified supply chains and manufacturing infrastructure across Asia.

Energy Security Emerges As Key Area Of Cooperation

Energy security featured prominently in the discussions, with both leaders agreeing to explore opportunities for collaboration across the maritime energy transport value chain, including potential joint investments.

The two sides highlighted the importance of regional initiatives aimed at strengthening energy resilience, including Japan’s Partnership on Wide Energy and Resources Resilience, India’s efforts to enhance energy security in South Asia and the Quad Initiative on Indo-Pacific Energy Security.

They also welcomed the formal adoption of a Joint Statement on Energy Resilience and agreed to deepen cooperation on strategic petroleum reserves through technical collaboration and the exchange of best practices.

As part of the expanding energy partnership, Takaichi reiterated Japan’s support for India’s bid to secure full membership of the International Energy Agency.

Leaders Review Broad Bilateral Ties

Takaichi’s visit to India, held from July 1 to July 3 at the invitation of Prime Minister Modi, included participation in the 16th India-Japan Annual Summit.

During the summit, the two leaders reviewed the full spectrum of bilateral relations, including economic cooperation, strategic partnerships and regional security issues.

They also exchanged views on global developments and reaffirmed their shared commitment to strengthening cooperation in areas of mutual interest.

In addition to the summit, Takaichi participated in the India-Japan Business Forum alongside Prime Minister Modi, underscoring the growing economic and strategic partnership between the two countries as they seek to play a larger role in shaping the future of the Indo-Pacific region.
