President Droupadi Murmu has conveyed her deep sorrow regarding the tragic loss of life in a tunnel collapse in Sikkim’s Namchi district. The incident occurred on July 21, during rescue operations aimed at locating trapped workers. In a statement shared on social media platform X, the President expressed her heartfelt condolences to the families affected by this disaster, while also calling for the swift rescue and safe evacuation of those still trapped.

The collapse took place at an under-construction tunnel linked to the NHPC Teesta Stage VI Hydroelectric Project located in Samardung. Reports indicate that approximately 27 individuals were trapped within the tunnel as a result of the incident, with ten bodies recovered thus far.

Ongoing Rescue Efforts

Namchi District Superintendent of Police Sonam Dolma reported that rescue operations involve multiple state agencies alongside teams from the National Disaster Response Force (NDRF) stationed in Pakyong and Siliguri. Dolma noted that the local district police from Rangpo, Pakyong, and Singtam were among the first to respond to the incident due to their proximity to the site.

Efforts to rescue the trapped individuals have been hampered by heavy rainfall that has culminated in flooding within the tunnel, further complicating the already challenging conditions faced by rescue teams. Dolma confirmed that draining the water has allowed operations to continue, but the adverse weather has created significant obstacles.

Amidst these efforts, Dolma remarked that it was premature to identify the cause of the collapse, stating that further investigation and expert analysis would be required before reaching any conclusions.

Investigation into Cause and Safety Measures

As the situation evolves, authorities are also investigating reports of a potential gas leak from within the tunnel. Dolma mentioned that a specialised team of chemical and gas experts from Durgapur and Asansol is being mobilised to assess any hazards. The need for caution is underscored by the possible presence of flammable gases.

The Superintendent of Police highlighted that it remains uncertain whether the incident was due to a landslide, as an initial review of available footage does not indicate such an event. She reaffirmed that determining the precise cause is contingent upon the findings of the expert team, alongside ongoing rescue operations.

In light of the incident, Prime Minister Narendra Modi and Union Home Minister Amit Shah have reached out to Sikkim’s Chief Minister Prem Singh Tamang to discuss the situation and commend the ongoing rescue efforts. The Prime Minister has announced compensation of Rs 2 lakh for the families of each deceased victim, alongside Rs 50,000 for those injured.

The rescue operation is being coordinated by the Namchi District Administration, in collaboration with NHPC officials, State Disaster Response Force (SDRF), Sikkim Police, Fire and Emergency Services, and various health departments. The Sikkim State Disaster Management Authority (SSDMA) is closely monitoring the situation as efforts continue.
