NIA Files Fresh Chargesheet Naming Hafiz Saeed in Pahalgam Terror Attack

The National Investigation Agency (NIA) has filed a new chargesheet concerning the Pahalgam terror attack, implicating Hafiz Saeed, the founder of the banned terrorist group Lashkar-e-Taiba (LeT). This action took place on July 6 in New Delhi, as part of ongoing investigations into the incident that left numerous casualties.

The latest chargesheet, which is an extension of the previous one that contained 1,597 pages, elucidates Pakistan’s alleged involvement and Saeed’s purported role. It also includes supporting evidence that the NIA collected through detailed scientific investigations and field examinations. The document was submitted to the NIA Special Court in Jammu, aiming to substantiate the accusations against Saeed.

In this current legal filing, Saeed has been charged in his “individual capacity” as well as in his official roles within both the LeT and The Resistance Front (TRF). The NIA has invoked various sections of the Bharatiya Nyaya Sanhita (BNS), 2023, alongside the Unlawful Activities (Prevention) Act, 1967. Furthermore, the chargesheet alleges that Saeed has conspired to wage war against India from abroad.

Background of the Pahalgam Attack

The Pahalgam attack, which occurred on April 22, 2025, was characterised by targeted killings that were reportedly motivated by religious extremism, with the attackers believed to have links to Pakistan. A total of twenty-five tourists and one local civilian lost their lives in this brutal incident. Initial law enforcement investigations commenced at the Pahalgam Police Station in Anantnag district before the case was subsequently handed over to the NIA by the Ministry of Home Affairs.

Previously, in a chargesheet submitted on December 15, 2025, the NIA named Pakistani handler Sajid Jatt among other accused individuals. Several terrorists were killed during Operation Mahadev in July 2025, and multiple arrests were made. Both the LeT and TRF have been identified as legal entities involved in the orchestration of the Pahalgam attack.

Following the gruesome event, the NIA has been rigorously investigating to unveil the broader conspiracy that allegedly extends into Pakistan. The investigation aims to highlight the extent of cross-border terrorism and hold accountable those responsible for supporting and funding these violent acts against India.

Ongoing Investigations and Future Actions

The NIA has committed to continuing its investigation into the Pahalgam case in order to fully expose the alleged conspiracy orchestrated from Pakistan. The investigative body remains focused on gathering more evidence that connects various actors and organisations implicated in this incident.
