NIA Names Hafiz Saeed in Supplementary Chargesheet for Pahalgam Attack

The National Investigation Agency (NIA) has officially named Hafiz Saeed, the founder of the Pakistan-based terrorist organisation Lashkar-e-Taiba (LeT), as an accused in a supplementary chargesheet concerning the Pahalgam terror attack. This action was taken on July 6, 2026, in a filing made before a special NIA court located in Jammu. The charges against Saeed encompass both his personal involvement and his leadership role in the proscribed LeT and its affiliate, The Resistance Front (TRF).

Details of the Charges Against Saeed

The supplementary chargesheet outlines various allegations under the Bharatiya Nyaya Sanhita, 2023, and the Unlawful Activities (Prevention) Act, 1967. Specific charges include waging war against India, as well as conspiring from Pakistani territory in relation to the attack. According to the NIA, this supplementary filing is a continuation of a previously submitted chargesheet comprising 1,597 pages, which detailed the conspiracy orchestrated from Pakistan and Saeed’s involvement.

Previously, on December 15, 2025, the NIA had submitted an extensive chargesheet that named Sajid Jatt, a known handler from Pakistan, as an accused. This original document identified three terrorists killed by security forces during Operation Mahadev in July 2025, along with two individuals who were apprehended in connection with the incident. The earlier filing also designated the LeT-TRF as a legal entity involved in the orchestration and execution of the Pahalgam attack.

On April 22, 2025, the Pahalgam attack resulted in the tragic deaths of twenty-five tourists and one local individual, attributed to what the NIA labelled as terrorists funded by Pakistan. The initial police report was filed at the local police station in Pahalgam, and following an initial inquiry, the case was reassigned to the NIA by the Union Home Ministry for further investigation.

NIA’s Ongoing Investigation into the Pahalgam Attack

In its statement, the NIA emphasised its commitment to uncovering the full spectrum of the conspiracy linked to the Pahalgam attack. The agency has reiterated that Pakistan continues to play an active role in endorsing terrorism within Indian borders. As part of its broader investigative efforts, the NIA has collected substantial evidence through both scientific methodologies and on-ground examinations aimed at comprehensively analysing the attack.

As the agency progresses with its inquiries, the inclusion of Hafiz Saeed’s name in the supplementary chargesheet marks a significant step in the effort to attribute responsibility and accountability for the attack. The NIA aims to further expose the extent of involvement from various parties alleged to be connected to the incident, signalling a decisive approach to tackling cross-border terrorism.
