The Maharashtra government has announced that app-based taxi aggregators, including Ola, Uber, and Rapido, must submit their applications for aggregator licences by September 1. This decision was communicated by the state’s Transport Minister, Pratap Sarnaik, during a press conference held at the Mantralaya in Mumbai on Thursday. The minister emphasised the importance of adherence to the new regulatory framework established by the state government.

Current Status of Licences Granted

As of now, only two aggregators, Bharat Taxi and Deodatta Taxi, have reportedly obtained their licences under the new regulations. Minister Sarnaik noted that other app-based services have yet to seek governmental approval. He warned that failure to apply by the set deadline may lead to enforcement actions against non-compliant operators.

During the press briefing, Sarnaik instructed the Maharashtra Transport Commissioner, Rajesh Narvekar, to release a formal notification regarding the deadline later in the day. This step aims to ensure that all service providers are thoroughly informed of the new regulatory requirements.

In compliance with the Maharashtra Motor Vehicle Aggregator Rules, 2026, which were notified on July 15, every aggregator operating within the state must not only attain a licence but also secure a Unique Licence Identification Number. This framework is expected to instate a uniform set of regulations for app-based taxi services.

Implications of the New Regulatory Framework

The recently established rules set forth by the Maharashtra government include significant stipulations to ensure passenger safety and fare regulation. Operators will be required to adhere to these regulations upon receiving their licences. Non-compliance may result in penalties from the transport authorities, as Minister Sarnaik indicated.

The notification outlines that relevant licences previously issued remain valid for a duration of 60 days from the initiation of the new rules, or until new applications are processed, whichever comes first. This provision aims to provide a transitional phase for existing operators while maintaining regulatory oversight.

Only two taxi aggregators have currently moved towards compliance, leading state officials to encourage others to act promptly to avoid operational disruptions. The state’s initiative to streamline the application process is seen as a critical step in enhancing the safety, regulation, and efficiency of app-based transportation services.
