The Karnataka Deputy Chief Minister G Parameshwara announced that the expansion of the ministry will occur swiftly once the Congress high command provides its approval. This statement came as key leaders from Karnataka are heading to New Delhi for critical discussions regarding structural changes in the state government.

Parameshwara detailed that the names for the prospective ministers have been finalised and that formal communication to the Governor will take place at an appropriate time after the high command’s consent. He emphasised the immediate nature of the expansion if approval is obtained during the ongoing discussions.

As discussions evolve, Parameshwara mentioned that considerations are being made to enhance youth representation within the cabinet. He reiterated that the high command’s decision will play a crucial role in the timing and specifics of the expansion.

Context of Current Cabinet Dynamics

Since the leadership transition, the Karnataka cabinet has been functioning with a reduced number of members. The current cabinet, consisting of 14 members, has been led by Chief Minister DK Shivakumar since June 3, after the resignation of former Chief Minister Siddaramaiah. The cabinet has faced pressure regarding the allocation of ministerial posts.

On July 18, a special flight was arranged for key politicians, including Chief Minister Shivakumar, former Chief Minister Siddaramaiah, and KPCC president BK Hariprasad, to discuss the long-overdue cabinet expansion. Their visit aims to finalise the list of potential ministers and their respective portfolios, which are anticipated to be publicly announced soon.

As various community groups, including religious representations and local followers, pressed for ministerial appointments, it has become evident that several constituencies are asserting their claims for representation. This demand comes amid ongoing dialogue within senior leadership about the balance of regional and social representation in the cabinet.

Criticism of Recent Government Initiatives and Future Plans

In addition to discussions about the ministry expansion, Deputy Chief Minister Parameshwara addressed the issuance of Permanent Residence Certificates (PRC). He defended this initiative in light of objections from opposition parties, noting that such residency and caste documents have historically been provided by local authorities.

The Deputy Chief Minister explained that the PRC issuance is a measure aimed at facilitating the Special Intensive Revision (SIR) of electoral rolls, which requires specific documentation. The government’s intention is to assist individuals who may not possess all necessary documents.

Parameshwara dismissed claims that the PRC initiative could benefit non-residents or individuals from other states, emphasising that the certificates would only be granted to those with a decade-long residency in Bengaluru. He asserted that the government’s approach follows the existing norms set by the central government and does not compromise established regulations.
