Government Designates 23 Individuals as Terrorists, Including Ram Temple Scout

The government has officially listed 23 individuals as terrorists, including a Jaish-e-Mohammed (JeM) operative associated with reconnaissance of the Ram temple and the Rashtriya Swayamsevak Sangh (RSS) headquarters. This designation was announced by the Home Ministry on Saturday, aiming to dismantle a complex network of operatives linked to the founders of the JeM and Lashkar-e-Taiba (LeT).

Among those designated, six are Indian nationals currently residing in Pakistan or Pakistan-occupied Jammu and Kashmir (PoJK). This move is part of a broader strategy to target various elements involved in logistics, recruitment, and operational planning primarily aimed at India.

All individuals have been designated under the fourth schedule of the Unlawful Activities (Prevention) Act (UAPA) for their involvement in terrorist activities, which include infiltration, recruitment, financing, and plotting against Indian interests.

Key Individuals Identified

Mohammad Musaddiq, a Pakistani JeM operative known by aliases including Doctor and Abdul Mannan, is noted for his role in the reconnaissance of the Ram Janmabhoomi temple in Ayodhya, the RSS headquarters in Nagpur, and the Indian Oil Corporation Limited (IOCL) refinery in Panipat. He serves as a launch commander for activities in the Lasiyakot sector and is reportedly involved in the illegal transportation of arms into India through tunnels and drones.

Another identified member is Masood Ilyas Kashmiri, who is associated closely with JeM’s founder, Maulana Masood Azhar. He allegedly recruits young individuals through social media and has been linked to various terrorist activities, including an attack on a police checkpoint in Jammu in April 2022.

Mufti Mohammad Asghar Khan, also known as Abu Saad, has been recognised as the head of JeM’s military operations in PoJK and is accused of masterminding numerous attacks including one on an Indian Army camp in Nagrota. His training camps in Muzaffarabad are reportedly instrumental in preparing recruits for jihad.

Implications of the Designations

The designations come in the context of ongoing efforts by Indian authorities to undermine terrorist activities that pose a threat to national security. The Ministry has expressed its aim to disrupt the networks facilitating terrorism that operates internationally with the assistance of various external entities.

Some of the individuals designated include notable figures like Hafiz Khalid Waleed, the son-in-law of Hafiz Mohammad Saeed, who has been linked to multiple terror plots and was identified as a strategic planner behind the Pampore attack in June 2016. His designation as a global terrorist by the United States in 2012 further indicates his significance within these networks.

Additionally, individuals such as Maulana Imdad Ullah Makki and Maulana Saifullah Khalid, involved in various organisational roles within Jaish-e-Mohammed and Lashkar-e-Taiba, have also been designated. Their actions include legal coordination for militants and public engagement aimed at recruiting new members for their respective causes.

This initiative signals a commitment by the Indian government to address the undercurrents of terror financing and recruitment actively. Continued vigilance and cooperation with international agencies may further enhance these efforts aimed at combating terrorism in the region.
