Delhi Government Unveils Year-Round Strategy To Fight Winter Smog

The Delhi Government has officially announced a significant policy change aimed at addressing the recurring issue of severe winter pollution. This permanent winter pollution master plan is designed to come into effect annually from November 1 to February 28, alleviating the need for separate orders each year. The Department of Environment and Forest released details outlining the new rules that focus on curbing vehicular emissions, dust pollution, and the open burning of waste.

Chief Minister Rekha Gupta highlighted that the new system consolidates multiple previous orders into a cohesive framework, thereby simplifying compliance for government departments and residents alike. The initiative comes in response to alarming data indicating a persistent decline in air quality during the winter months.

Historical data reveals that between November 1 and February 15 in 2023-24, the average Air Quality Index (AQI) in Delhi ranged from 312 to 342, with peak values soaring between 461 and 494. Given these figures, the government has asserted the necessity for a structured approach to ensure timely action in mitigating pollution.

Measures to Control Vehicular Pollution

To intensify regulations on vehicular emissions, the government will enforce that only vehicles possessing a valid Pollution Under Control (PUC) certificate will be allowed to refuel at petrol, diesel, CNG, and LPG stations throughout the year. The verification process will extend beyond visual checks, utilising modern technology to ensure compliance, including the National Vehicle Registry.

From November 1 until January 31, vehicles that do not adhere to the BS-VI emission standards will be prohibited from operating within the city. Exceptions include CNG and electric vehicles, alongside emergency vehicles such as ambulances and fire trucks. Various governmental bodies, including the Transport Department and Delhi Traffic Police, will oversee strict enforcement of these regulations.

The Chief Minister also announced that authorised parking fees will double from November to February to promote public transportation over the use of personal vehicles. In an additional effort to ease traffic congestion, the working hours for municipal offices will shift to 8:30 AM to 5:00 PM, while Delhi Government offices will operate from 10:00 AM to 6:30 PM.

Construction Regulations and Pollution Control

Construction activities, a notable source of winter pollution, will also face new restrictions. From November 1 to January 31, demolition and open civil construction activities that generate excessive dust will be prohibited, with the exception of essential public infrastructure projects. Measures will be in place to regulate dust control at construction sites, ensuring compliance with established environmental norms.

Moreover, all large commercial buildings with a built-up area exceeding 3,000 square metres are required to install anti-smog measures, including mist systems or anti-smog guns, by August 15. These systems will be operational throughout the year, with temporary exemptions during certain months to accommodate seasonal weather changes.

In efforts to combat burning of waste, the Delhi Government will implement institutional accountability alongside individual responsibility. Residents’ welfare associations and other organisations will be held accountable for preventing open burning on their premises. Stringent measures, including penalties under environmental laws, will be enforced for non-compliance.
