Delhi Launches Heat Smart School Pilot Project to Safeguard Children from Heatwave

The Delhi government has initiated the “Heat Smart School” pilot project aimed at protecting students from the adverse effects of extreme heat and heatwaves. A visit to the project at Sarvodaya Bal Vidyalaya in BT Block, Shalimar Bagh, took place on July 16, during which various interventions were examined to ensure a safe educational environment. The project is a collaborative effort involving the District Administration, the National Disaster Management Authority (NDMA), and GIZ India.

Led by Chief Minister Rekha Gupta, the visit focused on demonstrating how the school has adopted practical and scalable methods to create climate-responsive learning settings. The Chief Minister highlighted the urgency of implementing such initiatives in light of changing climate conditions, expressing optimism regarding the potential expansion of this model across other educational institutions in the Capital.

Delegation and Observations Made During the Visit

The high-level delegation included notable figures such as Krishna S Vatsa, Member Secretary of NDMA; Shailendra Singh Parihar, District Magistrate of Central-North District; and Johannes Schneider from the German Embassy. Other participants comprised members from GIZ India, ADRA India, and various officials from the Delhi Government. Together, they reviewed several climate-responsive interventions that have been integrated within the school premises.

Among the features inspected were cool roofs, shaded corridors, and waiting areas, alongside improved drinking water facilities. The delegation also witnessed student-led awareness initiatives promoting heat safety, information displays, and educational activities focused on reducing heat stress among students. These interventions aim to create a safer and more conducive learning environment.

District Magistrate Shailendra Singh Parihar remarked on the initiative’s alignment with the Delhi Heat Action Plan, emphasising its role in translating policy frameworks into actionable school-level measures. He pointed out that the district administration is actively fostering community engagement through local innovation and effective implementation.

Significance of the Heat Smart Schools Project

Krishna S Vatsa from NDMA emphasised that heatwaves represent some of the most pressing climate-related hazards affecting the country today. He advocated for a systematic approach to climate adaptation that incorporates structural enhancements, preparedness strategies, and community awareness into public infrastructure, including educational facilities. Through initiatives like Heat Smart Schools, children are not only provided with safer learning environments but are also encouraged to become advocates for climate adaptability within their families.

Vatsa praised the collaboration between multiple stakeholders, including the Indian Government, the Delhi Government, GIZ India, the German Embassy, and ADRA India. He underscored the importance of maintaining a model that is simple, affordable, and scalable, allowing for replication in schools nationwide. This collaborative effort aims to implement effective climate adaptation strategies and ensure a resilient future for educational institutions.

The InCRIS project, which supports integrated heatwave management, reinforces this initiative through policy advisory services, institutional capacity building, and innovative climate risk financing solutions. Overall, the goal of the Heat Smart School project is to strengthen the climate resilience of crucial infrastructure and protect vulnerable communities. This aligns with a broader commitment to fostering adaptive educational environments in response to increasing climate challenges.
