The Centre has announced an increase in India’s postgraduate medical education capacity, approving an additional 5,000 postgraduate medical seats set to be created over the next four years. This initiative is intended to bolster the nation’s healthcare infrastructure and ensure a steady supply of specialist doctors.

Union Health Minister Jagat Prakash Nadda communicated this decision in the Lok Sabha, stating that India presently has a total of 86,360 postgraduate medical seats. The expansion will occur under Phase-III of the Centrally Sponsored Scheme, focusing on the enhancement and upgrading of existing state and central government medical colleges, standalone postgraduate institutions, and government hospitals.

Details of the Expansion Plan

The Ministry of Health and Family Welfare revealed that the additional seats will be implemented between the years 2025-26 and 2028-29. To facilitate this expansion, the financial support ceiling for each postgraduate seat has been increased to Rs 1.50 crore. This financial commitment reflects the government’s effort to enhance access to specialist medical training in response to the persistent demand for trained medical professionals across the country.

Karnataka ranks highest in terms of postgraduate medical seats with a total of 10,092 seats allocated for the academic year 2026-27. Of these, 2,805 are in government-run institutions and 7,287 in private medical colleges. Following Karnataka, Maharashtra is next with 9,216 seats, divided into 4,277 government seats and 4,939 private seats.

Other states, including Tamil Nadu with 8,023 seats, Uttar Pradesh with 7,437 seats, Telangana with 5,248 seats, and Andhra Pradesh with 4,782 seats, also have significant postgraduate medical education facilities, highlighting the concentration of such training in states with a substantial number of private colleges.

Quality Assurance in Medical Education

To maintain educational standards amid this expansion, the Centre has confirmed that all new postgraduate courses and additional seats will be subject to the National Medical Commission’s Post Graduate Medical Education Regulations, 2023, alongside the Post Graduate Minimum Standards Requirement, 2024. Medical colleges aspiring to introduce new courses or increase their intake must satisfy criteria concerning faculty qualifications, infrastructural facilities, hospital amenities, and clinical training resources.

Proposals for new seats are rigorously evaluated against these established guidelines before receiving approval, ensuring that quality remains uncompromised. Concurrently, the National Board of Examinations in Medical Sciences is streamlining accreditation requirements while still upholding high educational standards, expanding the variety of postgraduate courses available.

The initiative also encourages district hospitals to seek accreditation for postgraduate programmes and initiates outreach efforts with states and other stakeholders to facilitate the accreditation process.

Trends in Postgraduate Medical Seat Approvals

Over the past decade, the number of postgraduate seat approvals has shown a marked increase. In the 2014-15 academic year, the National Medical Commission approved 415 postgraduate seats, while the National Board of Examinations in Medical Sciences granted approval for 612 seats. By 2025-26, the figures ballooned to 9,084 seats approved by the National Medical Commission and 2,009 by the National Board of Examinations.

In the succeeding years, approvals have also risen, with 4,188 and 1,667 postgraduate seats authorised for 2024-25, and 4,713 and 1,209 for 2023-24, respectively. This upward trend illustrates the government’s commitment to enhancing medical education and training throughout the country.

Despite these increases, the Centre has clarified that there are no current plans to transform all diploma seats into Diplomate of National Board degree seats. Postgraduate tuition fees remain under the control of respective states and Union Territories, with ongoing judicial scrutiny regarding the National Medical Commission’s guidelines on fee regulations for private colleges and deemed universities.
