Andy Burnham’s ‘No. 10 North’ Push Aims to Shift Power from Westminster

Andy Burnham, often regarded as a leading candidate for the UK premiership, presented a significant policy proposal aimed at decentralising power away from Westminster. This announcement marks Burnham’s return to the forefront of UK politics as the newly elected Member of Parliament for Makerfield. He articulated his vision of fostering “good growth” across the nation during his address on June 29, 2026.

Burnham, the former Mayor of Greater Manchester, attributed his move back to Westminster to a perceived stagnation within the UK’s political framework. He emphasised the need for transformation, suggesting that the establishment has fallen short of meeting the public’s needs over an extended period. His plan includes establishing a new operational base, referred to as “No. 10 North,” in northern England, which aims to facilitate regional governance.

Plans for the New Nerve Centre

At the launch event for the People’s History Museum in Manchester, Burnham described “No. 10 North” as a pivotal hub for redistributing power and resources across the UK. He envisions this centre as instrumental in coordinating efforts between national and local government entities to formulate a comprehensive economic strategy. Burnham articulated that the centre would enable regions to establish ambitious growth targets.

He expressed a strong belief that genuine growth must emerge from localised initiatives instead of being dictated by central authorities. Burnham highlighted the urgency for a new approach, citing a decade of political instability following Brexit and declining living standards since the 2008 financial crisis as indicators of a dysfunctional political system.

Burnham’s announcement also included his ambition for a 10-year initiative aimed at enhancing living standards throughout the UK. This initiative focuses on modernising essential services, promoting reindustrialisation, and revitalising communities. He articulated his vision using the phrase, “imagine good growth in every postcode and hope in every heart,” indicating a broad yet hopeful agenda for the regions of the country.

Commitment to Economic Stability

Although Burnham refrained from disclosing specific details regarding foreign policy or his prospective Cabinet, he reiterated support for Labour’s published manifesto for the upcoming 2024 general election. A key focus of his economic strategy is the revitalisation of British high streets. He proposed reducing business rates for retail establishments and pubs, reinforcing their potential role as integral elements of a national renaissance.

Following his speech, Burnham’s commitment to sound financial management appeared to have a positive impact on the markets. The Pound Sterling showed signs of recovery, while bond markets maintained stability, attributed to Burnham’s assurance of adherence to existing fiscal regulations. His proposals reflect an understanding of continuity within Labour’s broader economic policies while advocating for a decentralised growth strategy.

As the only candidate currently in the Labour leadership contest, Burnham is anticipated to be elected without opposition by mid-July, after the conclusion of the party’s nomination period on July 16. His plans are perceived as a significant step towards re-aligning political and economic power within the UK, especially in favour of regions that feel deprived of adequate representation and resources.
