West Bengal Transfers Seven Key Highway Stretches in the Chicken’s Neck Corridor to Centre

The West Bengal government has made a significant move by transferring seven vital national highway stretches in the Siliguri Corridor, often referred to as the Chicken’s Neck Corridor, to central agencies. This decision aims to expedite stalled infrastructure projects in a strategically important region of India. The corridor, which spans a mere 20 to 22 kilometres at its most constricted point, is the only land link connecting mainland India to the eight northeastern states.

Located amidst Nepal to the west, Bhutan to the north, and Bangladesh to the south, the Chicken Neck Corridor lies close to China’s Chumbi Valley. The area is regarded as one of India’s most vulnerable zones from a strategic standpoint, making the recent transfer essential to national security and regional connectivity.

Officials indicated that this clearance from the Chief Secretary’s office enables central agencies to promptly resume and accelerate construction and upgrading tasks that had been delayed for almost a year. Previously under the management of the state Public Works Department, these highway stretches will now fall under the oversight of the National Highways Authority of India (NHAI) and the National Highways & Infrastructure Development Corporation Limited (NHIDCL).

New Management Structure for Key Highway Stretches

The restructuring assigns NHAI responsibility for several critical roads, including NH-31, NH-33, and NH-312. Concurrently, NHIDCL will manage essential routes such as the Sevok–Coronation Bridge stretch and the Hasimara–Jaigaon route. This move is expected to comprehensively enhance connectivity across North Bengal and strengthen links with neighbouring Bhutan and Bangladesh.

The Chief Secretary’s office has noted that these seven stretches will bolster connectivity to Sikkim, Bhutan, and Bangladesh, facilitating links between the Darjeeling hills, the Dooars, and North Bengal with the national highway network. Additionally, improvements to the Bihar-Bengal corridor, particularly through Malda and Murshidabad, are anticipated to upgrade the road spine extending through Murshidabad, Nadia, and North 24-Parganas up to the Indo-Bangladesh border at Ghojadanga.

This transfer is not merely a procedural change; it represents a calculated effort to augment the infrastructural framework in a region that has faced considerable developmental delays. Paving the way for increased economic activities and mobility, it aims to meet the growing connectivity demands in eastern and northeastern India.

Strategic Railway Expansion Linked to Highway Developments

The highway transfer also aligns with a broader strategic railway expansion initiative in the corridor. The Central Government has announced plans to convert the existing double railway line into a six-track system, which will include a substantial 40-kilometre underground railway corridor between Teen Mile Haat and Rangapani stations.

This underground section, designed to be constructed 20 to 24 metres below the surface, aims to protect essential military and supply logistics from possible aerial strikes, artillery attacks, and drone warfare. Such infrastructure developments are critical, as security experts have long regarded the Siliguri Corridor as a geopolitical pressure point, capable of isolating approximately 50 million residents of Northeast India from the rest of the country should disruptions occur.

The recent handover is projected to expedite long-awaited infrastructure work in the area, which holds significant importance in light of escalating security concerns and increasing demands for improved connectivity. This collaborative effort between state and central authorities embodies a strategic response to long-standing infrastructural challenges in the region.
