The West Bengal Legislative Assembly is set to introduce a performance-based system to reward legislators, moving beyond mere participation in debates and proceedings. As part of the initiative, one MLA will be honoured with the ‘Best MLA’ award every year over the next five years. The announcement was made by Speaker Rathindra Bose on the floor of the House on Thursday.
The new system aims to shift the focus from simple participation in Assembly debates to a broader evaluation of legislative effectiveness. MLAs will be assessed on how actively they contribute to governance and public welfare, rather than just their presence in discussions.
According to Assembly sources, a designated external agency has been tasked with evaluating MLAs and preparing detailed performance reports. The assessment will primarily consider attendance during Assembly sessions, along with contributions towards constituency development and issues of public interest. The agency will monitor legislators’ overall activities and submit its findings, which will determine the annual awardee.
Annual ‘Best MLA’ recognition
Under the initiative, one MLA will be selected each year for the ‘Best MLA’ honour throughout the five-year term. The move is intended to create a culture of accountability and incentivise consistent performance among lawmakers.
The current Assembly includes 181 first-time MLAs. Addressing them, Speaker Bose reminded the new legislators of their responsibilities and encouraged them to learn from experienced members across both the ruling and opposition benches. He emphasised that seasoned MLAs could offer valuable insights into effectively utilising the Assembly platform for constituency and state development.
Move seen as unprecedented
Political observers have described the initiative as unprecedented in the state’s legislative framework. The structured evaluation and recognition system is expected to motivate both new and veteran MLAs to take a more active and constructive role in the Assembly’s functioning, while promoting greater accountability and performance-driven governance.
