Ukraine Strikes Moscow Oil Refinery Amid Zelenskyy’s Quest for International Support

The CSR Journal Magazine

The recent drone assaults by Ukraine have targeted a Moscow oil refinery for the second time this week, leading to substantial damage to Russia’s energy infrastructures. These attacks are part of a broader strategy as Ukraine intensifies military efforts against Russian positions while Russian forces retaliate with missile strikes on Kyiv.

On June 18, 2026, the Russian Defence Ministry reported the downing of 555 Ukrainian drones across multiple regions overnight, with approximately 200 intercepted near the Russian capital. Moscow’s Mayor Sergey Sobyanin confirmed that a number of drones successfully struck the oil refinery, further aggravating an ongoing fuel crisis in the country.

In addition to the oil facility, Sobyanin noted that a shopping centre sustained minor damage due to the drone incursion, highlighting the civilian impact of this ongoing conflict. Operations at the refinery had already been disrupted earlier that week due to a previous drone attack.

Damage Report and Impact on Civilian Areas

The repercussions of the drone strikes extend beyond industrial facilities. The regional governor reported damage to a high-rise residential building, an industrial site, and several private homes in the surrounding Moscow area. Additionally, Sheremetyevo airport, Moscow’s busiest, suspended flights and evacuated passengers due to the escalating threat.

As citizens sought refuge in the airport’s car park, city officials underscored the challenges unfolding in the region, with safety measures being hurriedly implemented in light of the attacks. This situation raises concerns regarding the vulnerability of critical infrastructure within major urban centres, further complicating the humanitarian landscape.

On the Ukrainian side, Kyiv was under siege, enduring a second round of Russian air strikes targeting the capital city. Ballistic missiles were deployed against civilian areas, echoing the tragic events earlier in the week that resulted in the loss of 11 lives and damage to a historically significant monastery, an act that has drawn widespread condemnation.

Zelenskyy Seeks Global Support for Peace Negotiations

As the conflict continues, President Volodymyr Zelenskyy has been actively seeking international assistance to pressure Russia into negotiations to halt the ongoing hostilities that have persisted for over four years. Zelenskyy has reportedly been in contact with several world leaders, including US President Donald Trump and French President Emmanuel Macron, to discuss strategies to facilitate peace.

The leaders from the Group of Seven (G7) nations have expressed a united front in their commitment to strengthen Ukraine’s air defences and ramp up economic pressures against Russia, particularly through enhanced sanctions targeting the oil and gas sectors. These steps are aimed at destabilising Russia’s war economy and minimising further military engagements.

Trump conveyed to reporters his intention to aid in efforts to conclude the conflict, further signifying the importance of international diplomatic engagement in this protracted war. Meanwhile, Zelenskyy noted that essential commitments regarding military support have been secured during discussions with G7 leaders, specifically concerning additional air defence missiles and winter support packages for Ukraine.

In a post on social media platform X, Zelenskyy emphasised the critical nature of implementing these agreements. He asserted that it is imperative for Russia to understand that it cannot normalise its actions in Ukraine and that the war must not continue unchecked.
