US Senate Advances Russia Sanctions Bill as Zelenskyy Visits Capitol

The US Senate on Tuesday took a significant step towards passing a bipartisan sanctions Bill targeting Russia, approving a key procedural vote with Ukrainian President Volodymyr Zelenskyy present at the Capitol. The proposed legislation seeks to increase economic pressure on Moscow by targeting countries that continue to purchase Russian oil, natural gas and other exports.

The procedural motion passed by an 86-12 margin, bringing the legislation closer to a final vote after more than a year of negotiations between Republican and Democratic lawmakers.

Zelenskyy Backs Sanctions Push

Zelenskyy, who was in Washington to attend the funeral of late Republican Senator Lindsey Graham, met US senators ahead of the vote and appealed for continued American support for Ukraine.

Following the meeting, the Ukrainian President watched the Senate proceedings from the visitors’ gallery and acknowledged lawmakers after the vote.

Republican Senator Todd Young said Zelenskyy described the sanctions Bill as an important moral signal for Ukraine and said the country was continuing to make progress in its war against Russia.

Senator Jim Justice said Zelenskyy told lawmakers that Ukraine had moved beyond merely defending itself and believed it was now gaining ground in the conflict. Senator Mike Rounds added that Zelenskyy felt stronger sanctions could increase pressure on Russian President Vladimir Putin to negotiate a settlement.

Bill Targets Russia’s Energy Revenues

The legislation, originally negotiated by the late Senator Lindsey Graham and Democratic Senator Richard Blumenthal, aims to reduce Russia’s ability to finance the war by targeting countries that continue purchasing Russian energy exports.

The Bill would allow the US President to impose steep tariffs on imports from the world’s five largest buyers of Russian oil and natural gas, including China and India.

It also proposes sanctions against President Vladimir Putin, senior Russian political and military leaders, Russian financial institutions and energy projects. In addition, it expands sanctions to cover older, reflagged oil tankers used by Russia to circumvent existing restrictions on its energy exports.

The proposed legislation includes exemptions for countries importing less than 15 per cent of their natural gas from Russia while taking steps to reduce those purchases.

Debate Over Presidential Tariff Powers

The negotiated Bill also grants the President authority to waive sanctions or tariff measures if it is certified to Congress that doing so serves the national interest.

While the legislation has received bipartisan backing, some Democratic lawmakers expressed concerns over expanding presidential tariff powers.

Senator Ron Wyden said granting additional tariff authority to President Donald Trump could have wider economic consequences and indicated he would seek amendments to modify those provisions during the Senate debate.

Senator Ruben Gallego also said he remained undecided before the vote and wanted to hear Zelenskyy’s views before reaching a final decision.

Graham’s Legacy Shapes the Legislation

The sanctions package was one of the final initiatives championed by Senator Lindsey Graham before his death earlier this month. Graham and Senator Richard Blumenthal announced an agreement with the White House on the Bill on July 10, a day before Graham’s death.

Blumenthal described the legislation as an important part of Graham’s legacy, saying the late senator had considered it a landmark effort to increase pressure on Russia and strengthen international support for Ukraine.

Supporters of the Bill argue that the sanctions package would significantly increase economic pressure on Moscow while reinforcing Western backing for Ukraine as the conflict continues.
