Tripura Launches Northeast’s First Digital Forest Rights Atlas

Tripura Governor N. Indrasena Reddy announced the launch of the Northeast’s first Digital Forest Rights Act (FRA) Atlas during the inaugural ceremony of the “Janjatiya Garima Utsav 2026 – Birsa Lives in New Bharat Week”. He emphasised the government’s dedication to preserving tribal dignity through scientific planning, inclusive development, and advanced technological applications.

While addressing attendees, Governor Reddy highlighted that this initiative goes beyond a mere commemorative occasion. He underscored the continued relevance of Birsa Munda’s ideals regarding tribal rights, forests, and identity in the modern era.

Tripura has demonstrated significant progress in implementing the Forest Rights Act, with the recognition of numerous individual forest rights, which reflects the state’s proactive approach to tribal welfare.

Launch of Multiple Atlases and Digital Initiatives

In addition to the Digital FRA Atlas, the Governor inaugurated the Tribal Development Atlas and a booklet on the FRA published by the Tribal Welfare Department. These resources are designed to aid in monitoring and implementing forest rights effectively within tribal regions.

Tribal Welfare Minister Bikash Debbarma reported that the department has been steadfast in its efforts to promote the welfare and social development of tribal communities, placing a strong emphasis on education and skill development, especially in remote areas. This aligns with the overall mission of enhancing the quality of life for tribal populations.

The initiative is part of a broader national push led by the Ministry of Tribal Affairs to digitise the FRA. The ministry has engaged in innovation-driven initiatives to develop an integrated digital platform that facilitates the implementation and monitoring of the Forest Rights Act, 2006. This includes the incorporation of geospatial technology to support decision-making processes.

National Integration and Community Engagement

As part of the digitisation efforts, the Ministry of Tribal Affairs introduced a problem statement at the Smart India Hackathon 2025, focusing on the development of an AI-powered FRA Atlas and a WebGIS-based Decision Support System. This initiative aims to enhance oversight of Individual Forest Rights, Community Rights, and Community Forest Resource rights.

Following field engagements in Nashik, Maharashtra, in January 2026, student teams from Pune, Kurnool, and Indore were dispatched to villages where FRA has been implemented. These teams collected crucial ground-level data that will be used to refine the national FRA Digital Platform.

The design and finalisation of this digital platform are being conducted at the National Tribal Research Institute in New Delhi, under the guidance of the Secretary of the Ministry of Tribal Affairs. This collaborative approach aims to ensure that the platform meets the needs of the tribal communities it serves.

Prime Minister’s Engagement with Tribal Representatives

On a related note, Prime Minister Narendra Modi convened a meeting with representatives of the Janjati Suraksha Manch in New Delhi on May 25. During the discussions, the Prime Minister addressed various issues surrounding the development and empowerment of tribal communities.

In a social media post following the meeting, PM Modi expressed his admiration for the dedication shown by the Forum’s representatives towards tribal communities. He affirmed the importance of engaging in meaningful dialogue regarding their challenges and aspirations.

This meeting underscores the government’s ongoing commitment to supporting tribal populations through collaborative dialogue and targeted initiatives, ensuring that their voices are heard in the development process.
