Tamil Nadu Mandates Real-Time Data Integration for Renewable Energy Generators

The CSR Journal Magazine

The Tamil Nadu Energy Department has issued a directive requiring all wind and solar energy producers in the state to integrate their real-time generation data with the State Load Despatch Centre (SLDC). This move is intended to bolster grid stability as the proportion of renewable energy in Tamil Nadu’s overall electricity supply continues to grow.

Electricity Minister R. Nirmalkumar announced that this regulation follows a notification from the SLDC, dated May 30, which mandated renewable energy generators to connect their facilities to the Supervisory Control and Data Acquisition (SCADA) system. Producers are required to complete this integration within 15 days of receiving the official notice, with the stipulation incorporated into the latest Tamil Nadu Grid Code, 2026, as established by the Tamil Nadu Electricity Regulatory Commission (TNERC).

Current Compliance Levels Among Producers

The government has noted that renewable energy now constitutes over 50 per cent of Tamil Nadu’s total electricity demand. Due to the intermittent nature of wind and solar energy, access to real-time operational data is deemed vital for balancing supply and ensuring the stability of the grid, thus preventing potential disruptions in power distribution.

Data from the Energy Department indicates that Tamil Nadu houses more than 12,000 wind and solar power producers. However, less than ten per cent of these entities have successfully integrated their real-time data with the SLDC. Despite repeated communications, official notifications, and high-level discussions, a significant 90 per cent of renewable energy generators remain non-compliant with the integration requirement.

To address this issue, the state government has designed a phased penalty mechanism to enforce compliance. Initially, renewable energy generators failing to integrate their real-time data will see a ten per cent exclusion of their generated power from both power dispatch and deviation settlement processes. Should non-compliance persist for an additional 30 days, the entirety of the power generated by the non-compliant plants may face exclusion from these crucial processes.

Government Initiatives for Enhanced Monitoring

The Energy Department has further emphasised that failure to establish the requisite data integration within 45 days will invoke additional repercussions, governed by the regulations of the Central Electricity Authority (CEA). The situation will also be escalated to the Tamil Nadu Electricity Regulatory Commission for further proceedings.

In light of these developments, the government has expressed that the initiative is set to improve the overall monitoring of renewable energy generation within the state. Enhanced oversight is expected to promote greater reliability of the grid and facilitate the effective integration of clean energy sources into Tamil Nadu’s rapidly evolving power infrastructure.

In conclusion, by mandating real-time data integration, the Tamil Nadu government aims not only to support the transition to renewable energy but also to ensure that the grid can adequately absorb and manage the increasing contributions from these sustainable sources. The emphasis on compliance highlights the administration’s commitment to maintaining a stable and efficient energy supply for its citizens.
