Uttarakhand Chief Minister Pushkar Singh Dhami announced that the “Mukhyamantri Saur Swarojgar Yojana” (MSSY) is a significant initiative focused on creating self-employment opportunities for the youth and residents of the state. The programme is aimed at enhancing entrepreneurship at the local level, especially in the solar energy sector. Dhami emphasized that the initiative not only encourages green energy adoption but also seeks to bolster economic activities in hilly regions which have been affected by population migration.

The MSSY was launched with the intention of linking local residents with entrepreneurial ventures, emerging as a key driver for generating new employment prospects while promoting sustainability. The scheme has already shown marked success in establishing solar power plants that contribute significantly to the state’s energy landscape.

Progress and Achievements Under MSSY

As of June 2026, Uttarakhand has witnessed the establishment of 1,132 solar power plants, achieving a combined capacity of 210 MW, which equates to 2,10,420 kW. This ambitious project has generated employment for over 3,500 individuals. Chief Minister Dhami has set a further target of reaching 250 MW of solar energy capacity through this initiative.

The residents are actively participating in the installation of solar plants with various capacities ranging from 20 kW to 200 kW. Those benefitting from the programme receive the associated advantages outlined in the MSME Policy-2023, further incentivising local engagement in renewable energy projects.

The Tehri district stands out as the frontrunner in terms of solar installations, with 369 plants generating a cumulative capacity of 69,050 kW. Other notable districts include Uttarkashi with 227 plants (43,660 kW), Champawat with 144 plants (28,200 kW), and Haridwar, which has installed 86 plants with a combined capacity of 16,900 kW.

Sustainable Impact and Future Prospects

The Mukhyamantri Saur Swarojgar Yojana extends beyond mere solar power generation. It is perceived as a vital opportunity for expanding self-employment and entrepreneurship in rural areas, specifically within hilly terrains. The projects resulting from this initiative have created both direct and indirect employment for approximately 3,500 residents, reinforcing local economies.

In addition to its employment benefits, the scheme plays a pivotal role in increasing economic activity in localities, contributing to the creation of sustainable livelihoods closer to homes. The initiative is anticipated to alleviate the trend of migration from hilly regions by fostering job opportunities in these areas.

Solar projects have also been launched in various other districts, including Dehradun, Rudraprayag, Bageshwar, Nainital, Pithoragarh, and Udham Singh Nagar, thereby ensuring the comprehensive development of solar energy across Uttarakhand. The continuing efforts under the MSSY underline the commitment of the state government to sustainable development and economic revitalisation through renewable energy initiatives.
