Rekha Gupta Requests Rs 100 Crore From Centre to Expedite PM-UDAY in 1,511 Colonies

The CSR Journal Magazine

Delhi Chief Minister Rekha Gupta has officially requested Rs 100 crore from the Central Government to accelerate the implementation of the Pradhan Mantri Unauthorised Colonies under Delhi Awas Adhikar Yojana (PM-UDAY). This scheme aims to grant property rights to residents living in 1,511 unauthorised colonies situated in the national capital. The appeal was made public through a statement from the Chief Minister’s Office on Sunday.

In her correspondence directed to Union Housing and Urban Affairs Minister Manohar Lal, Gupta outlined that the proposed funding is intended for use in the first phase during the 2026-27 financial year. The allocated resources are expected to facilitate critical components of the project, including the establishment of district-level cells, implementation of a modern land survey, and public outreach initiatives.

The Delhi government’s Revenue Department has been designated as the lead agency responsible for executing the PM-UDAY scheme. As part of this responsibility, dedicated PM-UDAY cells will be established across all 13 districts within Delhi. Each of these cells will be supervised by an Additional District Magistrate to ensure proper oversight and coordination in implementation.

Details of Financial Breakdown for the Scheme

Within the total request, Gupta has proposed Rs 25 crore for the establishment of these PM-UDAY cells. She emphasised that these cells are crucial for issuing property-related documents and letters of authorisation to residents within the stipulated timeline of 45 days. Without proper infrastructure in place, such goals could be adversely affected.

Additionally, the proposal allocates Rs 65 crore for a DRISHTI-based modern land survey and mapping system. This system is designed to enhance the accuracy and transparency of property verification and land records modernisation. The funding will support a comprehensive exercise aimed at physical verification of properties, employing modern technology for digital mapping, and updating land records in Delhi’s unauthorised colonies.

Moreover, Gupta has earmarked Rs 10 crore for public awareness and outreach initiatives. These activities will involve workshops in collaboration with Resident Welfare Associations, the establishment of help desks, and the dissemination of critical information, including key dates related to eligibility for residents.

Importance of Timely Financial Assistance

Gupta asserted that receiving timely financial assistance from the central government is essential for ensuring that a large number of Delhi residents can access property rights promptly and efficiently. The proposed funding aims to facilitate the swift execution of the scheme through the establishment of district-level support structures, modernisation of land records, and active engagement with residents.

By reinforcing the infrastructure and public outreach efforts, Gupta’s proposal seeks to streamline the process for residents affected by the lack of property rights. The anticipated financial support is seen as a vital step towards making property rights accessible to those living in unauthorised colonies in Delhi.

The overall thrust of Gupta’s request highlights the importance of collaboration between the Delhi government and the Centre in improving residents’ access to property rights. Successful execution of this initiative could significantly impact the livelihoods of thousands of residents, enabling them to secure legal recognition of their properties.
