Rampur Development Authority Orders Demolition of 38 Unauthorized Buildings at Jauhar University

The CSR Journal Magazine

Mohammad Ali Jauhar University, located in Rampur, Uttar Pradesh, is facing potential demolition of 38 buildings following a directive from the Rampur Development Authority (RDA). The RDA claims that these structures were constructed without the necessary permissions, alleging that a total of 82,309.80 square metres of construction on the campus is illegal.

The RDA issued a formal notice to the Jauhar Trust, the managing organisation of the university, on June 28, outlining these accusations. According to the authority, only two buildings on the campus have been constructed with the required approvals from the District Panchayat, while the remaining structures reportedly lacked any formal permission.

In response to the RDA’s allegations, the secretary of the Jauhar Trust reportedly failed to present any documentation supporting the legality of the constructions during the allotted time frame. The RDA has allowed an additional 15 days for the trust to remove the implicated buildings before enforcement action is initiated.

Public Works Department Declares Route Within Campus

In conjunction with the demolition notice, the Public Works Department (PWD) has marked a segment of the road within the university grounds as a public route for common use. This development further complicates the situation for the Jauhar Trust and raises concerns regarding access and compliance with urban planning regulations.

The Vice Chairman of the RDA, who also serves as the Rampur District Magistrate, has been tasked with overseeing the demolition order, which is based on the provisions of the Uttar Pradesh Urban Planning and Development Act of 1973. This action marks a significant administrative move against the university, which has been previously associated with political controversy.

The order appears to have serious implications for the university, particularly as it is linked to Mohammad Azam Khan, a prominent leader in the Samajwadi Party, who is currently incarcerated. Khan has faced legal challenges, including a recent conviction related to derogatory remarks made during the last Lok Sabha elections.

Impact on Jauhar University and Its Future

The potential demolition could have far-reaching consequences for Mohammad Ali Jauhar University, which is considered a flagship project for Azam Khan. The university has played a crucial role in providing education and resources to thousands of students, and the current situation casts uncertainty on its future operations.

Public reaction to the RDA’s decision remains mixed, with some supporting the strict enforcement of planning regulations while others express concerns about the impact on educational infrastructure. The Jauhar Trust may need to reassess its construction practices and compliance with relevant laws to avoid similar issues in the future.

As the deadline for the removal of the buildings approaches, the trust must consider its options carefully. Engaging with the RDA to seek a resolution or appeal the decisions may become critical in determining the fate of the contested structures and the university’s operational stability.
