MHA Adds Haldia Seaport in West Bengal to Immigration Checkpoints List

The Ministry of Home Affairs (MHA) has officially included Haldia seaport in West Bengal as a designated immigration checkpoint. This announcement was made through a notification dated June 22, which marks an amendment to the list of approved immigration points under the Immigration and Foreigners Act, 2025.

Haldia Dock Complex (HDC), known more commonly as Haldia Port, is a significant deep-water facility located on the Hooghly River. Approximately 120 km southwest of Kolkata, the port acts as a critical entry point for bulk, liquid, and containerised cargo heading to and from eastern India. With the inclusion of Haldia, the total number of seaport immigration checkpoints in the country rises to 41.

This addition to the immigration checkpoint list is expected to improve the efficiency of processing international passengers and crew at Haldia port, promoting maritime activities in the region. The amendment directly alters a previous notification first published in the Gazette of India on September 1, 2025.

Legal Framework of the Amendment

The MHA’s decision to designate Haldia as an immigration checkpoint stems from powers granted under sub-section (1) of Section 4 of the Immigration and Foreigners Act, 2025. The recent changes effectively insert a new entry—“41 Haldia (West Bengal)”—into the existing list of immigration points, which has implications for the regulatory landscape governing international travel and cargo transport.

Earlier notifications, such as those issued on November 20, 2025, and May 29, 2026, indicate a pattern of ongoing enhancements to India’s immigration framework. These updates reflect a comprehensive approach to strengthening the nation’s immigration mechanisms at key maritime facilities, contributing to the overall development of infrastructure for international transit.

Previously, on May 29, the MHA had also designated three seaports in Gujarat—Dahej, Sikka, and Tuna Tekra—as authorised immigration checkposts.
