Addressing the members, Birla highlighted the need for maintaining parliamentary decorum amidst the disruptions.

The Speaker urged all members to engage in discussion and dialogue, emphasising that such interactions are essential for strengthening democracy. However, despite his appeals, the protests persisted, leading to the adjournment of the Lok Sabha until 12 noon.

In his remarks, Birla underscored the global recognition of Mahatma Gandhi’s contributions, imploring the members to draw inspiration from his legacy. He encouraged them to express their opinions through parliamentary discussions, particularly during critical periods like Question Hour.

Call for Democratic Engagement

Birla invoked the philosophies of both Mahatma Gandhi and Dr. B.R. Ambedkar, voicing that democracy thrives on open discussions. “If we are to empower democracy within our nation, we must engage in dialogues,” he stated. He reiterated the importance of Question Hour, which serves as a platform for members to raise significant inquiries pertinent to public interests.

Despite Birla’s insistence on the necessity of order and decorum, the opposition members continued to disrupt the proceedings. He implored them to reflect on their conduct, affirming the significance of the House as a venue for constructive dialogue. The Speaker’s pleas highlighted the disconnect between the need for discussion and the actions being taken by the protesting members.

Birla expressed concern over the continuous disruption, stating, “This behaviour is inappropriate. Please remain in your seats and allow the Question Hour to commence.” He subsequently announced the adjournment of the House until 12:00 PM.

Upcoming Legislative Agenda

The Lok Sabha is set to consider the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, along with other relevant legislation, according to the Revised List of Business. This Bill aims to further modify the Micro, Small and Medium Enterprises Development Act, 2006, previously passed by the Rajya Sabha.

Minister of Micro, Small and Medium Enterprises Jitan Ram Manjhi is expected to present the Bill, facilitating pathways for amendments that could benefit small-scale enterprises. Moreover, the House is also scheduled to discuss the Kashmiri Pandits (Recourse, Restitution, Rehabilitation and Resettlement) Bill, 2025, which addresses issues pertinent to the Kashmiri Pandit community.
