Union Minister Kiren Rijiju has accused the Opposition, particularly Congress MPs, of disrupting proceedings in Parliament after the Lok Sabha successfully passed legislation aimed at increasing the number of Supreme Court judges. Concurrently, the Rajya Sabha approved the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026. Rijiju expressed disappointment over the manner in which these bills were approved amidst chaos rather than through reasoned discussion.

In a statement to the media, Rijiju remarked, “Today, two important bills have been passed. There was a lack of engagement from the Opposition, who did not appear interested in participating in the discussions related to these crucial bills.” His remarks were a reflection of the ongoing tensions within Parliament, as the passage took place despite significant disruption from opposition members.

Rijiju further noted that there seemed to be a leadership void within the Congress party, stating, “I urged everyone, including Mallikarjun Kharge, to guide the Congress MPs, but it appears there is no one capable of reasoning with them.” He claimed that Congress has lost a coherent leadership structure, which he believes is necessary for facilitating constructive dialogue in the House.

Focus on Legislative Importance

The Union Minister articulated that while the Opposition’s demands are acknowledged, it remains essential for important bills to be debated thoroughly. He expressed sadness regarding the lack of discussion surrounding the bills, stressing that passing significant legislation without discourse is not conducive to the legislative process.

Rijiju reiterated that Parliamentary norms should be respected, expressing hope that Congress MPs would return to more traditional forms of engagement in Parliament. He remarked, “It is crucial that all MPs participate in discussions on vital issues, and I sincerely hope the Congress representatives will co-operate and regain their focus on parliamentary procedures.” Rijiju’s comments underscore the need for a more constructive environment in the legislative arena.

Reflecting on the chaos, Rijiju commented on the manner in which the bills were expedited, noting that important legislation should not be overshadowed by disruptions. He remarked, “It is unfortunate that key bills have been passed in an atmosphere filled with protests, as a more informed debate would serve the interests of the country.” His call for better engagement among all party leaders was evident.

Key Bills Passed Amidst Opposition Protests

Earlier that day, the Rajya Sabha passed the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, via a voice vote, despite persistent sloganeering and protests from opposition members. The disturbances were reportedly due to the absence of Union Home Minister Amit Shah in the Parliament amid ongoing police actions against student protesters in Delhi.

Union Minister for Micro, Small and Medium Enterprises Jitan Ram Manjhi introduced the Bill following its introduction in the Rajya Sabha on July 29. Manjhi outlined the Bill’s objectives, stating, “This legislation aims to address the existing challenges of the MSME sector and reform the administrative framework, facilitating easier business transactions while promoting regulatory compliance.”

The Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026 seeks to align with the evolving MSME landscape, aiming to enhance the Ease of Doing Business and introduce trust-based regulations within the sector. Additionally, the Lok Sabha passed the Supreme Court (Number of Judges) Amendment Bill, 2026, which proposes to increase the sanctioned strength of Supreme Court judges from thirty-three to thirty-seven, excluding the Chief Justice of India.
