Injuries from Pellet Guns in Delhi Protests Raise Concerns

Recent protests in Delhi have highlighted the severe consequences of pellet gun injuries, with medical professionals dealing with numerous cases. When a mustard seed is compared to the size of a pellet, the drastic difference in impact becomes apparent. Scattered across hundreds in a cartridge, these projectiles can inflict significant harm. Since the demonstration on July 20, where protesters were injured, the question of who is responsible for the use of these weapons has emerged.

The use of pellet guns in dispersing crowds has sparked controversy, primarily because the Delhi Police has claimed not to possess or utilise these weapons, while the Central Reserve Police Force (CRPF) is launching an internal inquiry to determine if its personnel might have employed them. This incident has raised queries regarding the classification of pellet guns as less-lethal weapons, as their design focuses on penetrating rather than merely inflicting surface harm.

Reports indicate a significant number of injuries have resulted from these weapons, leading medical practitioners to make difficult decisions on whether to extract metal fragments from the victims or allow them to remain embedded in their bodies. The implications of such injuries can have lasting effects on young victims.

Understanding Less-Lethal Weapons

Less-lethal weapons are often misunderstood as being simply weaker in impact; however, they are designed with specific parameters, with the aim of incapacitating individuals without causing fatal injuries. In contrast, pellet guns are designed to penetrate the skin, functioning contrary to these intended specifications. Research indicates that the severity of injuries caused by a projectile is contingent upon the energy density it delivers upon impact, measured in joules per square centimetre.

Studies have shown that the required energy to pierce the skin varies from 24 to 53 joules per square centimetre. While softer projectiles, like sponge rounds, are engineered to remain below this threshold by distributing their energy over a larger area, pellets focus all their energy into a small point of contact, creating a significant risk of injury even from a distance.

The construction of a pellet gun involves a standard shotgun mechanism where multiple small metal spheres—commonly referred to as birdshot—are propelled out of the barrel. This design causes the pellets to disperse upon exiting, striking a wide area, which contributes to unpredictable outcomes, particularly in a crowd scenario.

The Impact of Pellet Guns on Eyes and Safety Regulations

The human eye’s vulnerability makes it particularly susceptible to injury from projectiles. When a pellet strikes the eye, the resulting pressure can cause extensive damage, leading to conditions often classified as open globe injuries, which are particularly severe. A significant study revealed a majority of pellet injury cases involved young individuals, many of whom faced permanent sight loss. Historical data indicates a troubling trend, with hundreds of individuals facing severe consequences due to such projectiles.

International standards regarding the use of less-lethal weapons emphasise the necessity for precision. According to the United Nations Human Rights Guidance, crowd-control projectiles should ideally land within a specified accuracy range. Concerns arise because pellet guns, by design, release multiple projectiles simultaneously, contradicting the standard of precision required for safe crowd control.

Despite documented failures of pellet guns in achieving targeted outcomes, their continued use in India prompts scrutiny. Following the turbulent events leading to their adoption in 2010, alternative crowd-control measures have been suggested but have not been widely implemented. Recent inquiries have yet to conclude whether these less-lethal measures adequately safeguard protester safety.
