India and United States Sign Framework to Strengthen Critical Minerals Supply Chain Cooperation

India and the United States have entered into a significant bilateral framework focused on the security of supply chains related to critical minerals and rare earth elements. This agreement was formalised on May 26 during discussions between Indian External Affairs Minister S. Jaishankar and US officials.

Minister Jaishankar described the agreement as pivotal, especially in the context of the evolving global landscape. The signing took place following in-depth dialogues during the recent Quad Foreign Ministers’ meeting, indicating its importance in international relations.

Strategic Importance of the Agreement

The framework aims to enhance cooperation across the entire supply chain involving critical minerals and rare earth elements. Minister Jaishankar stated that the partnership will focus on various aspects including mining, processing, recycling, and related investments.

Furthermore, he expressed that this initiative is timely and vital, asserting that the collaboration can take place through bilateral channels, the Quad format, or other alliances of like-minded nations. The initiative seeks to create resilient and diversified supply chains as well as improved management of these crucial resources.

Jaishankar underscored that this agreement serves as evidence of the strengthening partnership between Washington and New Delhi in a world filled with challenges and opportunities.

US Perspective on the Agreement

US Secretary of State Marco Rubio has articulated the significance of India in America’s strategic framework, characterising the agreement as a concrete manifestation of the strong ties between the two nations. He reiterated that the partnership serves the overarching national interest of the United States.

Rubio has frequently emphasised that both countries share strategic interests in ensuring robust access to critical minerals, which are pivotal for their innovation-driven economies. He reaffirmed the importance of the collaboration in securing long-term supply chains that are essential for various sectors.

Critical minerals and rare earth elements are indispensable for numerous advanced technologies like high-tech electronics, clean energy systems, defence applications, and electric vehicles. The agreement aligns with global efforts to diversify supply sources and reduce dependency on single-nation suppliers, particularly China, which has a dominant position in processing these critical materials.
