DGMA Advises Against Deploying Indian Seafarers Through Strait of Hormuz

The Directorate General of Maritime Administration (DGMA) has issued a directive advising ship owners, managers, and Recruitment and Placement Service Licence (RPSL) companies to refrain from deploying Indian seafarers on vessels passing through the Strait of Hormuz. This move aims to ensure the safety of seafarers amid escalating attacks on merchant ships in the Gulf region.

In a circular released on July 17, the DGMA underscored that the safety, security, and welfare of Indian seafarers lie at the core of its responsibilities. The organisation stated that due to the current security concerns, Indian nationals should not be aboard ships operating in this conflict-prone area until further notice.

This advisory communicates a pressing need for enhanced safety measures for those at sea, particularly given the recent targeting of merchant vessels. The DGMA expressed that ongoing security threats have significantly heightened the risks posed to commercial fleets traversing through the Gulf.

Recent Attacks Highlight Security Risks

The advisory references various recent attacks on merchant ships, including incidents involving vessels like Mombasa B, Al Bahyah, GFS Galaxy, MT WEDYAN, and AL REKAYYAT. These occurrences point to an alarming trend that affects the safety of seafarers and the integrity of commercial shipping in the region.

In light of these safety concerns, the DGMA recognises the urgent requirement for ship operators to implement stricter security protocols. The organisation has instructed the masters of ships in Persian Gulf waters to maintain rigorous security vigilance, thereby ensuring the wellbeing of Indian nationals on board.

Furthermore, the DGMA advised ongoing monitoring of navigational warnings and security advisories issued by competent authorities, emphasising the need to adhere to all relevant Ship Security Measures and company protocols in alignment with the International Ship and Port Facility Security (ISPS) Code.

Emergency Protocols And Assistance

The advisory also includes a provision for immediate contact with designated communication centres for maritime emergencies. Indian seafarers and vessels are encouraged to reach out to the DG Communication Centre (MMDAC) or the Indian Navy’s Information Fusion Centre-Indian Ocean Region (IFC-IOR) should they require urgent assistance.

This communication comes amidst rising military tensions, particularly between the United States and Iran, following a series of retaliatory strikes in recent days. The deteriorating situation underscores the necessity for stringent measures to protect Indian seafarers operating in these high-risk waters.

Moving forward, the DGMA’s recommendations will serve as essential guidance for maritime stakeholders operating in or planning to traverse through the Strait of Hormuz. By adhering to these directives, the focus remains squarely on safeguarding the interests and lives of Indian nationals employed in the shipping industry.
