Uttar Pradesh Chief Minister Yogi Adityanath announced on August 6, 2026, that the state government will guarantee representation for every community on the newly established Denotified and Nomadic Communities Development Board. This initiative aims to ensure that all welfare benefits are adequately extended to these communities. Adityanath addressed a gathering of denotified and nomadic community members who had come to express gratitude for the board’s formation, which had recently received Cabinet approval.

The Chief Minister highlighted that this initiative aligns with the vision of inclusive development promoted by Prime Minister Narendra Modi, encapsulated in the phrase “Sabka Saath, Sabka Vikas”. He referred to the Nomadic Communities Development Board as a critical link in the state’s efforts toward promoting inclusivity across various communities.

Historical Context and Recognition of Communities

During his address, Adityanath acknowledged the historical stigma faced by members of denotified communities, who were branded as “criminal tribes” under the British-era Criminal Tribes Act of 1871. He emphasised that many members of these communities actively participated in India’s struggle for independence, which prompted the colonial rulers to label them in such a manner. Adityanath credited Dr B R Ambedkar for abolishing this discriminatory law and officially recognising these communities as denotified in 1952.

However, Adityanath alleged that insufficient efforts had been made for the welfare of denotified and nomadic communities for many decades following Independence. He proclaimed that the current Narendra Modi administration is the first to establish a commission specifically focused on the welfare of these communities. He also mentioned that he had announced plans for the board during a convention of nomadic communities in the preceding year.

Emphasising the progress made, he stated that the process of constituting the board is advancing, marking a significant step towards the inclusion of these communities in governmental welfare schemes.

Welfare Measures and Government Initiatives

Adityanath outlined various welfare measures initiated by the BJP government that target communities such as the Van Tangiyas, Musahars, Tharus, Gonds, Cheros, Buxas, Kols, and Sahariyas. He noted that these communities have been enrolled in multiple government programmes, including housing schemes, ration card distribution, land rights, Ayushman Bharat health insurance, access to electricity, LPG connections, and social security pensions.

He also highlighted significant commemorative efforts, such as the installation of a statue of Nishadraj Guha at Shringverpur and the establishment of the Maharaja Suheldev memorial in Bahraich. Additionally, tribal museums and educational institutions have been named after various icons from tribal and backward communities, reflecting the government’s commitment to honour these historically overlooked groups.

In conclusion, Adityanath expressed that the formation of the Nomadic Communities Development Board would facilitate the integration of denotified and nomadic communities into the government’s welfare framework, thereby providing them with essential representation and access to basic amenities. This initiative is set to enhance their engagement with the government, ensuring their needs and voices are represented in policymaking.
