Delhi Chief Minister Rekha Gupta Implements Two-Day Work-From-Home and Travel Restrictions

The Delhi Chief Minister, Rekha Gupta, announced a variety of initiatives aimed at addressing pollution, reducing traffic congestion, and minimising fuel consumption. These measures include implementing two days of work-from-home for government employees and a ‘Metro Monday’ initiative, encouraging the use of public transport. The announcement comes in response to Prime Minister Narendra Modi’s recent plea for citizens to adopt sustainable practices amidst global uncertainties.

During a press conference held in New Delhi on May 14, the Chief Minister explained the government’s coordinated approach. She emphasised the importance of both public and private sector participation in reducing fuel consumption and enhancing overall mobility within the capital city. As part of the new directive, the Labour Department is tasked with monitoring compliance among private companies regarding the work-from-home advisory.

In addition to the two work-from-home days, Gupta advocated for online classes for non-practical subjects, as well as virtual administrative meetings. She stated, “We appeal that non-practical classes, guest lectures, and administrative meetings be held online,” aiming to limit unnecessary travel and transport requirements. The Education Department has been assigned to ensure the implementation of these guidelines across universities.

Travel Restrictions for Officials and Austerity Measures

As part of the new measures, CM Gupta announced a one-year suspension on official foreign travel for Delhi ministers and officers, effective immediately. Twelve previously scheduled international programmes have been cancelled to emphasise the government’s commitment to austerity. The Chief Minister stressed that large public events and conferences would also be avoided for the next three months to further minimise travel and reduce crowding.

Additionally, there will be restrictions on the purchase of new government vehicles. Gupta specified that no new petrol, diesel, CNG, or hybrid vehicles will be acquired by the Delhi government for a period of six months. She also noted an increase in transport allowances by 10% for staff from Grades 1-8 who spend a portion of their allowance on public transport, including the metro.

The Chief Minister reiterated a focus on enhanced public transport options, announcing that 58 feeder buses will connect government colonies to metro stations, and a 20% reduction in domestic travel expenses across departments would be implemented. Meetings are now mandated to be conducted online through video conferencing wherever feasible.

Operational Changes and Community Engagement

Further changes in government office operations were also detailed by Gupta. Delhi government offices will now operate from 10:30 am to 7 pm, while the Municipal Corporation of Delhi (MCD) will function from 8:30 am to 5 pm. In a community-focused initiative, citizens are encouraged to observe a ‘No Vehicle Day’ once a week, opting to utilise public transportation in place of private vehicles.

CM Gupta highlighted her own commitment to these initiatives by reducing her official convoy by nearly 60%, now consisting of just four vehicles. This move aligns with Prime Minister Modi’s earlier recommendations, which emphasised the need for greater fuel efficiency and responsible resource use, further reinforcing the government’s dedication to addressing environmental concerns.

The Chief Minister’s announcements come amid wider calls from the Prime Minister for citizens to adopt measures aimed at reducing fuel consumption and promoting sustainable living. Modi’s address included encouragement to prioritise work-from-home arrangements, decrease reliance on foreign travel, and favour public transport options, cementing a national effort to manage economic and environmental challenges effectively.
