Union Minister Nadda to Launch ICMR Centre for High Altitude Medicine in Keylong

The CSR Journal Magazine

Union Minister of Health and Family Welfare Jagat Prakash Nadda is set to lay the foundation stone for the ICMR Centre for High Altitude Medicine and Public Health Research in Keylong, located in the Lahaul and Spiti district of Himachal Pradesh, on July 11. This initiative marks a significant step forward in addressing health issues prevalent in high-altitude regions.

Purpose and Significance of the Centre

The Ministry of Health and Family Welfare has announced that the centre will enhance the existing field station at Keylong, transforming it into a comprehensive multidisciplinary hub. This facility aims to focus on research, innovation, and capacity-building designed specifically for India’s high-altitude and climate-sensitive areas.

The Himalayan ecosystem exhibits unique public health challenges, including elevated altitudes, severe weather conditions, challenging terrains, and increasing climate variability. Such factors significantly influence disease patterns, healthcare access, and emergency responses. The Keylong centre will concentrate on generating specific scientific evidence and scalable solutions to address these challenges.

The research agenda is broad, encompassing high-altitude physiology, acclimatisation, mountain medicine, climate-sensitive diseases, infectious and non-communicable diseases, maternal and child health, nutrition, mental health, environmental and occupational health, and disaster medicine. Furthermore, the integration of digital health platforms, telemedicine, drone-enabled logistics, and real-time public health surveillance is expected to enhance service delivery in remote areas.

Strategic Importance of the Location

Situated in Lahaul and Spiti, the centre will have continuous access to high-altitude and tribal populations in a strategically vital border region. This positioning will facilitate long-term cohort studies and field research on environmental health determinants, supporting national priorities in tribal health, disaster preparedness, and advancements in digital health technology.

Additionally, the centre aims to contribute to global scientific knowledge in high-altitude medicine, fostering national and international collaborations. These partnerships will include the Armed Forces Medical Services (AFMS), the Defence Research and Development Organisation (DRDO), the government of Himachal Pradesh, and various academic and research institutions, both domestically and internationally.

This initiative aligns with the Government’s Atmanirbhar Bharat vision, emphasising the importance of self-reliance in health research and the development of climate-resilient health systems.

Ceremonial Events and Attendees

The ceremony on July 11 will consist of traditional rituals such as Bhumi Pujan and groundbreaking activities, along with the plantation of native Himalayan saplings under the Green ICMR Campus Initiative. A scientific exhibition, the launch of the centre’s website and introductory video, as well as the release of a commemorative postal special cover, are also scheduled to take place.

The event will be attended by various dignitaries, including Members of Parliament and the Legislative Assembly from the region, the Defence Secretary, the Chief Secretary of Himachal Pradesh, and senior officials from the Ministry of Health and Family Welfare, ICMR, and partner institutions. Additionally, scientists, public representatives, and local community members are anticipated to participate in the ceremony.

This initiative is expected to pave the way for significant advancements in health research and public health interventions tailored to the unique needs of high-altitude communities in India.
