Union Minister L Murugan plans to introduce a motion for the appointment of Bhim Singh and Sagarika Ghose as members of the Joint Committee in the Rajya Sabha on the first day of the Monsoon Session. This initiative comes in light of the recent resignations of Saket Gokhale and Bhubaneswar Kalita, which have led to two vacancies in the Upper House.

The motion, as per the business list, will state, “That this House concurs in the recommendation of the Lok Sabha that the Rajya Sabha do appoint two Members of Rajya Sabha to the Joint Committee on the Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024 and the Union Territories Laws (Amendment) Bill, 2024 in the vacancies caused by the retirement of Saket Gokhale and Bhubaneswar Kalita and communicate to the Lok Sabha the names of the Members so appointed by the Rajya Sabha to the Joint Committee, and resolves that Bhim Singh and Sagarika Ghose be appointed to the said Joint Committee to fill the vacancies.”

This motion demonstrates the government’s efforts to ensure that the Joint Committee remains functional and is able to continue its important work amidst changes in its membership.

Statement on Implementation of Recommendations

In addition to the appointments, Union Minister Suresh Gopi is expected to deliver a statement on the status of implementation of parliamentary recommendations concerning litigation involving oil Public Sector Undertakings (PSUs). His statement will focus on the progress made with respect to the observations outlined in the Committee’s Fourth Report from the Eighteenth Lok Sabha.

This report highlights the actions taken by the government in response to earlier recommendations shared in the Committee’s Twenty-fourth Report from the Seventeenth Lok Sabha, particularly addressing litigations involving PSUs within the Ministry of Petroleum and Natural Gas. Gopi’s address will provide insights into how effectively these recommendations have been acted upon by relevant authorities.

The intent behind this discussion is to keep parliamentarians informed about the ongoing legal issues faced by oil PSUs and to outline any steps taken to mitigate these challenges.

Additional Parliamentary Motions and Expected Discussions

Union Minister of State and BJP leader Sanjay Seth will also present a motion to elect a member to the Central Advisory Committee for the National Cadet Corps (NCC). This motion is in accordance with certain provisions outlined in the National Cadet Corps Act, 1948, specifically targeting the enhancement of the organisational structure of the NCC.

The Monsoon Session, which runs until August 13, 2023, is anticipated to become a platform for significant debates between the Centre and the Opposition, especially on various pressing issues. These discussions are essential as they will shape narratives on governance, policy, and public concerns.

This session will also mark the initial parliamentary involvement of the Nationalist Citizens Party of India (NCPI), which was formed by the amalgamation of 20 rebel MPs from the Trinamool Congress (TMC) who have since aligned themselves with the National Democratic Alliance (NDA). Their entrance into Parliament may further affect the dynamics of the legislative proceedings during this session.
