The recent transfer of Sanjeev Kumar Gandhi, a senior Indian Police Service officer, to the Department of Personnel has sparked discussions regarding the timing and rationale behind this administrative decision. This transfer occurred shortly after Gandhi requested an independent audit of approximately Rs 30 crore allocated under the Himachal Pradesh Road Safety Fund. His reassignment, announced on August 12, 2026, followed multiple communications calling for scrutiny of the funds that were sanctioned between 2021 and 2026.

Gandhi, who served as the Deputy Inspector General of Police (Traffic, Tourist and Railways), sought an audit by the Accountant General (AG) of Himachal Pradesh, citing a lack of external audit, which is required by Rule 6(4) of the Himachal Pradesh Road Safety Fund and Activities Rules, 2022. This rule underscores the necessity of transparency and public accountability in the management of such significant public funds.

Following his requests, the State Police Headquarters reportedly dismissed Gandhi’s demand for an AG audit, designating it as “premature and misconceived.” Instead, they initiated a comprehensive internal audit on July 31, under the oversight of the Joint Controller of the State Vigilance and Anti-Corruption Bureau, Anil Kumar. Gandhi was instructed to cooperate with this internal review, which he argued could not replace the required external audit.

Concerns Over Financial Management

In his representations, Gandhi highlighted several alleged shortcomings in the management of the Road Safety Fund. These included improper documentation of expenditures, lack of a Cash Book, and the absence of physical verification reports for completed works. He emphasised the importance of adhering to the General Financial Rules, 2017, which govern the allocation and usage of public funds.

The context of his transfer has deepened concerns regarding the handling of public money, especially as his requests for transparency were seemingly met with resistance. While there is no formal confirmation that his transfer was retaliatory in nature, sources within the Police Department have drawn connections between his audit requests and subsequent administrative actions.

Additionally, Gandhi’s administrative dealings extend beyond the Road Safety Fund. He has faced scrutiny regarding a government residence in Shimla assigned to the serving Superintendent of Police. Gandhi remained in the residence after vacating his position, asserting that repairs were necessary before he could relocate. This situation has led to further complications, including demands for penal rent amounting to about Rs 1.80 lakh.

Ongoing Investigations and Proceedings

Moreover, Gandhi’s recent findings concerning a traffic challan incident involving the Solan police have also grabbed attention. His report contradicted previous assertions made when Gaurav Singh held the position of Superintendent of Police in Solan. The traffic challan dispute has raised additional questions about administrative protocol, which the National Commission for Scheduled Castes (NCSC) has begun to review.
