Tamil Nadu Prohibits Liquor Sales to Individuals Under 21

The CSR Journal Magazine

The Government of Tamil Nadu has announced a strict prohibition on the sale of liquor to anyone below the age of 21. This directive was communicated by an official in Chennai on Wednesday. The initiative is part of the state’s ongoing efforts to foster a healthy and responsible social environment.

According to the Commissioner of Prohibition and Excise, compliance with the Tamil Nadu Liquor (Licence and Permit) Rules of 1981 is essential. This rule is applicable to all licensed establishments, including FL2 (clubs) and FL3 (hotels). The enforcement of this regulation is expected to contribute significantly to the state’s goal of creating a drug-free environment.

The official emphasised that liquor should not be served to any person without proper age verification. In instances where a customer’s age is uncertain, staff are required to verify official documentary proof before dispensing alcoholic beverages.

Membership and Age Verification Standards

Clubs operating under FL2 licences are required to issue membership identity cards to all registered members. Alcoholic beverages may only be served to these members and their eligible guests, in accordance with the stipulated regulations. This measure aims to further reinforce age restrictions and ensure responsible consumption.

Moreover, the official indicated that adherence to the operational hours prescribed for FL2 and FL3 licenses must be followed without exception. This is intended to maintain order and responsibility within licensed venues. Clubs are reminded that the operation of a bar should only be one facet of their permitted activities.

Managements of FL2-licensed clubs are encouraged to prioritise a range of recreational, cultural, sports, and social activities, as these are core to the purpose of the clubs. By diversifying activities beyond alcohol service, the clubs can contribute positively to the community.

Compliance and Consequences for Violations

The official reiterated that all licence holders must strictly follow the issued guidelines. Any breach of these regulations will result in appropriate actions against the establishments involved. This zero-tolerance approach underscores the government’s commitment to uphold public health and safety.

Officials are optimistic that the new measures will enhance the overall societal environment and address issues related to underage drinking. By enforcing strict verification processes and promoting a responsible drinking culture, Tamil Nadu aims to mitigate potential risks associated with alcohol consumption among youth.

As the new regulations take effect, stakeholders are advised to familiarise themselves with the guidelines to ensure compliance. The government plans to monitor the situation closely, with the expectation that these efforts will lead to a significant reduction in alcohol-related incidents involving minors.
