Defence Minister Rajnath Singh recently emphasised the necessity for a comprehensive integration between the military and civil branches of the Defence Ministry. He stated that improved cooperation within the defence ecosystem is vital to meet the emerging security and technological challenges facing the nation. While addressing the 85th Armed Forces Headquarters (AFHQ) Civilian Services Day in New Delhi, Singh articulated that both military and civil services uphold a shared dedication to the principle of ‘Nation First’.

According to Singh, a unified objective can transform various components of this system into a formidable national strength. He highlighted that as the armed forces increasingly move towards collaborative efforts, there is an immediate need to bolster integration between the military and civilian sectors within the Ministry of Defence.

Importance of Structured Cross-Exposure

The Defence Minister pointed out that military and administrative integration cannot develop in isolation from one another. He noted that for joint and integrated structures to function effectively, there must be continuity and specialization across various aspects, including policy formulation, administration, human resource management, financial operations, logistics, and institutional knowledge.

Singh stressed the necessity of enhancing structured cross-exposure between civilian and military officers, particularly through joint training programmes and developmental assignments. He mentioned that military officers possess operational experience and a command outlook, while civilian officers offer continuity in administration, policy insights, and an understanding of governmental processes. This combination, according to Singh, can lead to more informed and effective decision-making.

Singh provided an example from the domain of cyber warfare, suggesting that AFHQ Civilian Services officers are capable of creating defence-specific cyber tools by harnessing their expertise, which could in turn be utilised by the Defence Forces.

Encouragement for Innovation and Research

During his address, Singh invited the AFHQ Civilian Services to evolve into the “strategic brain” of India’s defence management framework. He urged personnel to cultivate a deep understanding of the defence sector and operate effectively in a collaborative environment. The Defence Minister encouraged continuous enhancement of expertise to tackle emerging challenges.

Singh remarked that the strength of a military does not solely lie in its weaponry and munitions; it is also bolstered by the numerous unseen supporters, such as the AFHQ Civilian Services. He called for these services to extend beyond their traditional roles, particularly as modern warfare evolves rapidly due to technological advancements.

He advocated for a greater emphasis on research, strategic thinking, and innovative concepts, asserting that the active involvement of AFHQ Civilian Services in essential defence matters is crucial owing to their in-depth domain knowledge as a permanent cadre within the Ministry of Defence.

Launch of Digital Initiatives and Awards Presented

During the AFHQ Day celebrations, the Defence Minister unveiled multiple digital initiatives from the office of the Joint Secretary and Chief Administrative Officer (JS & CAO) along with a revised Vision and Mission Statement. Among these initiatives are the Internet-Based Accommodation Management System (IBAMS) portal, updates to eHRMS, and the integration of the CAO’s Office with TULIP 2.0 for processing claims and allowances.

Singh also released the 34th edition of the ‘Samvad’ magazine, which includes a collection of travelogues, essays, and poems from employees at various Service Headquarters. Furthermore, he distributed awards to AFHQ personnel who have excelled in various fields, including sports, and acknowledged the academic achievements of employees’ children.

The event was attended by notable figures including Raksha Rajya Mantri Sanjay Seth, Chief of Defence Staff General NS Raja Subramani, and other senior officials, underscoring the significance of AFHQ Day, which is commemorated on August 1 to acknowledge the contributions of personnel working alongside Service members across Integrated Service Headquarters and other organisations within the Ministry of Defence.
