Rajani Patil Stresses Systematic Implementation of Women’s Reservation Bill

Rajani Patil, a member of the Rajya Sabha and the All India Congress Committee (AICC) in-charge for Himachal Pradesh, has emphasised the importance of systematically implementing the Women’s Reservation (Amendment) Bill. During her statement on April 15, 2023, she underscored that the Congress party fully supports the bill, highlighting that its successful implementation requires adherence to specific procedures.

Patil remarked, “We are not opposing the Women’s Reservation (Amendment) Bill in any capacity. It should be passed, but it must be implemented systematically.” Her comments reflect the party’s ongoing commitment to enhancing women’s empowerment in the political arena.

Drawing historical context, Patil noted that the movement for increased political representation for women gained momentum during the leadership of former Prime Minister Rajiv Gandhi and has been further fostered under Sonia Gandhi’s guidance. She asserted that foundational processes such as delimitation and census need to be completed prior to the bill’s rollout.

Essential Processes Prior to Implementation

Expounding on the critical steps before implementation, Patil stated that delimitation and census have previously been requested by the Congress party. “These steps are essential before implementing the Bill. We are asking for the same even now,” she added, reiterating the necessity for proper groundwork.

Moreover, she raised concerns about the delays in actualising the legislation, emphasising the urgency for the government to ensure that all preparatory actions are taken. She pointed out that such groundwork is crucial for the successful and equitable execution of the Women’s Reservation Bill.

The Parliament is scheduled for a special sitting on April 16, 17, and 18 to deliberate on amendments to the Nari Shakti Vandan Adhiniyam, 2023, and a proposed Delimitation Bill meant to facilitate one-third reservation for women legislators. The government’s objective with the amendment is to separate women’s quotas from the delimitation process.

Future of Women’s Reservation in the Legislative Body

The Nari Shakti Vandan Adhiniyam was passed in 2023, but requires further legislative support through the introduction of a separate Delimitation Bill. Both pieces of legislation must be ratified as Constitutional amendments to realise the proposed women’s reservation. The new Lok Sabha could potentially feature over 800 seats, thus enhancing the political representation of women.

In addition to her remarks on the Women’s Reservation Bill, Patil also addressed issues impacting the state of Himachal Pradesh. Following her participation in the Himachal Day festivities in Shimla, she expressed the need for greater support from the Central government.

Patil stated that the people of Himachal Pradesh deserve attention and assistance from the Centre, asserting, “We want Himachal to move forward, but the Central government is not helping the state. The people of Himachal are also your people, and they deserve support.” Her comments reflect ongoing concerns regarding the relationship between state and central authorities and the need for cooperative governance.
