On August 8, 2026, a political debate emerged between Union Parliamentary Affairs Minister Kiren Rijiju and Lok Sabha Leader of Opposition Rahul Gandhi regarding the Women’s Reservation Bill. This discussion escalated as Rijiju asserted that the implementation of the Bill is contingent upon a delimitation exercise connected to the census data expected after 2026, suggesting that it could not be enacted until after the 2034 general elections. Contrarily, Gandhi emphasised that the legislation, which aims to reserve 33 per cent of seats for women, was unanimously passed three years ago and should be enacted without the stipulation of further conditions.

The discourse was initiated following a video featuring Gandhi, wherein he advocated for amplifying women’s voices in politics. He stated, “The energy of India’s women is trapped,” and stressed that the nation’s success hinges on the empowerment and expression of women. He addressed societal norms that restrict women’s freedom, arguing that overcoming patriarchal control is crucial for India’s progression.

Rijiju responded to Gandhi’s comments by urging the Congress party to support the Women’s Reservation Bill unconditionally. He recognised Gandhi’s apparent shift towards advocating for women’s rights, expressing hope for increased bipartisan support. This interaction marked a notable turn in political engagement regarding women’s representation.

Constitutional Framework and Implementation Delays

Responding to Gandhi, Rijiju presented a detailed explanation of the legal framework pertaining to the Women’s Reservation Bill. He noted that the Bill, established through the Constitution (106th Amendment) Act, 2023, stipulates that its implementation is dependent on the completion of a delimitation exercise using census figures released post-2026. He underscored that the current caste-based census could potentially delay this timeline, pushing any realisation of women’s reservation past the next general election in 2034.

Rijiju elaborated on the procedural aspects, outlining the connection between the Bill and the necessity of undertaking a delimitation exercise. He indicated that unless the census figures are published in a timely manner, it would not be feasible to apply the women’s reservation to the upcoming elections. This perspective further complicated the ongoing discussions regarding women’s representation in governance.

Furthermore, Rijiju pointed to the lack of women in various political positions, including those within the Karnataka cabinet, as a counterpoint to Congress’s claims regarding supporting the Women’s Reservation Bill. He noted, “There’s no woman in Karnataka DK Shivakumar’s Cabinet,” raising questions about the commitment of the Congress party to women’s representation.

Responses from Congress Leaders

Several Congress leaders chimed in to address Rijiju’s assertions. Supriya Shrinate, a Congress leader, accused the government of creating the very delays Rijiju referenced. She contended that by attaching conditions to the women’s reservation, the Centre has obstructed its progress. She challenged the sincerity of the government’s intentions towards women’s equality, asserting that the delay was self-imposed.

Congress MP Pawan Khera echoed similar sentiments, questioning the government’s dedication to the women’s reservation legislation, tracing its origins back to the previous UPA administration. He called for an honest examination of the current government’s role in hindering the Bill’s implementation.

Karnataka’s Chief Minister DK Shivakumar reinforced the position of his party in relation to the Women’s Reservation Bill, asserting Congress’s role in championing the legislation. He dismissed Rijiju’s concerns, affirming that the party remains committed to promoting women’s empowerment and representation in governance.
