PM Modi Expected To Address Lok Sabha As Three Key Bills Are Introduced

Prime Minister Narendra Modi is anticipated to speak in the Lok Sabha at 3 pm today as the government gears up to unveil three significant bills during the current special session of Parliament. The proposed legislation includes initiatives intended to enhance women’s representation and address the redrawing of electoral boundaries.

Law Minister Arjun Ram Meghwal is scheduled to initiate the debate on behalf of the Bharatiya Janata Party (BJP). Other party representatives, including Bansuri Swaraj, Raksha Khadse, Aparajita Sarangi, Kangana Ranaut, and Dharmshila Gupta, are expected to contribute to the discussions.

Proposed Legislation Overview

The three critical bills slated for introduction include a mechanism for reserving seats for women in Lok Sabha elections commencing in 2029, as well as legislation aimed at redrawing constituency boundaries. The government is also proposing an increase in the number of Lok Sabha seats from the existing 543 to a possible maximum of 850, a change that has raised eyebrows among opposition parties.

The Constitution (One Hundred and Thirty-First Amendment) Bill, 2026, and the Delimitation Bill, 2026, will be presented by Law Minister Arjun Ram Meghwal. Additionally, the Union Territories Laws (Amendment) Bill, 2026, will be introduced by Home Minister Amit Shah. The special session of Parliament has been convened from April 16 to 18 to facilitate the passage of these amendments related to women’s empowerment under the Nari Shakti Vandan Adhiniyam.

Furthermore, Minister Meghwal is likely to propose the suspension of provisions related to Rule 66 within the Lok Sabha. This proposal aims to allow the simultaneous discussion and passage of the Women’s Reservation Amendment Bill and the Delimitation Bill.

Government’s Strategy and Opposition Concerns

The government’s motion seeks to enable the suspension of specific procedures regarding the motions for considering and passing the Delimitation Bill, 2026, as well as the Union Territories Laws (Amendment) Bill, 2026, which are contingent upon the Constitution (One Hundred and Thirty-First Amendment) Bill, 2026. The emphasis on these legislative measures reflects a strategic approach to align the government’s objectives.

In a recent address, Prime Minister Modi urged opposition parties to support the bill advocating for women’s reservations, stating that it reflects the aspirations of women across the nation. He emphasised the collective responsibility of all lawmakers to fulfil this objective, reiterating the necessity of bipartisan cooperation in achieving gender equality in politics.

Despite overtures from the government, opposition parties have expressed their support for the prompt implementation of women’s reservation, while simultaneously opposing the Delimitation Bill. Their concerns primarily revolve around the implications of redrawing boundaries and the potential impact on existing voter demographics and representation.
