NCERT Lauds Election Commission in New Class 9 Textbook for Ensuring Fair Elections

The National Council of Educational Research and Training (NCERT) has acknowledged the efforts of the Election Commission of India (ECI) in its latest Class IX Social Science textbook. The textbook describes India’s electoral processes as “unparalleled” and highlights the Commission’s commitment to ensuring impartial elections in the face of various challenges, including misinformation and intimidation.

The chapter titled ‘Elections’ is part of the newly launched Understanding Society: India and Beyond – Part 1 textbook, which is set to be distributed to students shortly. It outlines the expansive scope of India’s electoral system and the crucial role played by the ECI in managing elections across such a vast nation.

According to the textbook, “India’s electoral exercise is unparalleled, with over 96.8 crore eligible voters across diverse regions,” and it lauds the ECI for managing this extensive exercise independently, thereby facilitating free and fair elections throughout the country.

Operational Challenges in Conducting Elections

While highlighting the achievements of the Election Commission, the textbook also examines the notable challenges involved in conducting elections within the world’s largest democracy. It addresses the complexities faced by the ECI in managing elections for more than 96.8 crore voters amid various socio-economic realities.

A section dedicated to “Challenges to Free and Fair Elections” discusses the barriers that impede the electoral process. The chapter notes that maintaining fair elections in such a vast and diverse landscape poses significant difficulties, particularly with regard to misinformation and intimidation.

To combat these challenges, the ECI employs various strategies, including the Representation of the People Acts of 1950 and 1951, a Model Code of Conduct, Electronic Voting Machines (EVMs), and Voter Verifiable Paper Audit Trails (VVPAT). The Commission also undertakes voters’ awareness initiatives to mitigate the impact of misinformation and ensure informed participation.

Inclusivity and Technological Innovation in Elections

The textbook further emphasises the Election Commission’s commitment to inclusivity under the theme “No Voter to Be Left Behind.” It highlights initiatives such as Braille-enabled EVMs and provisions for home voting for eligible senior citizens. Several digital platforms developed by the Commission are also noted.

Among the initiatives mentioned are the Saksham App for persons with disabilities, the Voter Helpline App, cVIGIL for reporting violations of the Model Code of Conduct, and the Suvidha portal for candidates. Other technological advancements include the Election Tracking System for Postal Ballots (ETPBS) and the Electronic Registration Online Network (ERONET).

Students are encouraged to explore the reforms introduced by the Election Commission aimed at assisting persons with disabilities, service voters, senior citizens, and individuals in preventive detention, thus promoting an inclusive electoral environment.

Role of Political Parties in Democratisation

The chapter also underlines the fundamental role of political parties in the Indian democratic framework, detailing their significance in presenting diverse programmes and policies that enable voters to make educated decisions. Students are tasked with analysing coalition politics through historical contexts, specifically examining alliances that won the Lok Sabha elections in 1977, 1999, 2004, 2009, 2014, 2019, and 2024.

This comprehensive overview not only acknowledges the efforts of the Election Commission but also fosters a broader understanding of democratic practices among young learners. It aims to cultivate informed citizens who appreciate the complexities and importance of their electoral rights and responsibilities.
