Delhi Digitises 30 Lakh Voter Forms for Cleaner Electoral Roll

The digitisation of enumeration forms as part of the Special Intensive Revision (SIR) of Delhi’s electoral rolls has surpassed the 30 lakh threshold. As of Friday, the total number of digitised forms stands at 30,49,330, which represents 21.01 per cent of Delhi’s 1,45,10,298 electors. This figure reflects a significant increase from the previous day, when 26,02,654 forms, equating to 17.93 per cent, had been uploaded.

Election officials have reported a surge in activity, having digitised more than 4.46 lakh forms in a single day. The focus of these officials has shifted from the dissemination of forms to the processing of those returned by voters. This transition is part of a broader effort to modernise the electoral process in the region.

Additionally, nearly all forms have been distributed, nearing completion of the door-to-door outreach initiative. To date, 1,44,60,313 enumeration forms have been distributed, yielding a coverage rate of 99.66 per cent of the electorate in the capital.

Distribution Achievements by District

Four districts—Old Delhi, New Delhi, North East, and South—have successfully achieved a 100 per cent distribution rate. Meanwhile, Central, South East, and West districts have reported coverage rates exceeding 99.5 per cent, illustrating the effective execution of the distribution strategy.

Despite these advancements, some booth level officers have noted that the transition to a technology-focused approach has extended the time needed for various tasks. The processes of scanning documents, uploading forms, and entering voter information are now considerably more time-consuming than the distribution phase.

A booth level officer from the BR Camp in Delhi’s Race Course area highlighted another concern, stating that names of residents who have relocated following demolition initiatives have not yet been removed from the electoral rolls. Residents are advised to submit Form 8 for address changes to update their information accordingly.

Extension of SIR Schedule and Regional Digitisation Rates

The Election Commission has announced an extension of the SIR schedule for Delhi, allowing booth level officers to continue their house-to-house visits until August 8, extending from the original deadline of July 29. This additional timeframe is anticipated to facilitate the collection and digitisation of completed forms, enhancing voter registration accuracy.

Among districts, Outer North has achieved the highest digitisation rate, reaching 36.88 per cent, followed by South West at 30.26 per cent, Central North at 25.27 per cent, and West at 25.26 per cent. In contrast, South East exhibits a lower digitisation rate of 13.03 per cent, with Old Delhi at 13.56 per cent and East at 13.81 per cent.

In terms of absolute numbers, South West leads with 4,02,425 forms digitised, followed by West with 3,67,856 forms. Other notable figures include North East at 3,41,088 and North West at 3,18,429 forms processed. Under the SIR initiative, each elector receives two copies of the enumeration form: one for personal acknowledgment and the other to be submitted once completed. Voters also have the option to submit their forms online.
