India has launched a significant digital platform named E-Samudra, aimed at digitising maritime governance. This comprehensive service integrates offerings for seafarers, shipping companies, ports, and other maritime stakeholders. The announcement was made during a national interaction event on “Seafarer Security, Safety and Welfare,” led by Union Minister Sarbananda Sonowal in Mumbai on August 8.

Organised by the Directorate General of Maritime Administration (DGMA), the event also showcased various initiatives designed to modernise maritime administration and enhance seafarer welfare. Among these initiatives are the e-NAVIK 24×7 grievance redressal system, the forthcoming Seafarer Tracking Dashboard, and the Digital Seafarers Employment Agreement (d-SEA).

The launch of E-Samudra intends not only to simplify maritime governance but also aims to improve the overall welfare of seafarers and stakeholders alike.

Minister’s Remarks on Maritime Vision

During the event, Minister Sonowal asserted that under Prime Minister Narendra Modi’s leadership, India is undergoing a substantial transformation in its maritime sector. He emphasised that seafarers are central to India’s maritime growth strategy. The Minister stated, “Every Indian seafarer must be safe, respected, and supported,” reflecting the government’s commitment to enhance the lives of maritime workers.

Sonowal highlighted that India has become the second-largest global supplier of seafarers, with aspirations to become the largest. Additionally, he pointed out India’s emergence as a leading destination for ship recycling and its ambition to rank among the top five nations in shipbuilding.

According to the Minister, the E-Samudra platform represents a critical advancement in making governance clearer, more transparent, and centred around stakeholders’ needs, thus improving the overall experience for seafarers.

Implications for Maritime Administration and Workforce

The Secretary of the Ministry, Vijay Kumar, elaborated on India’s maritime policy, which is established on three main pillars: the Merchant Shipping Act, 2025, recognising seafarers as Key Workers; the Maritime Amrit Kaal Vision 2047; and the principle of “Minimum Government, Maximum Governance.” These frameworks aim to enhance the country’s maritime capabilities.

With an active seafarer workforce expanding from approximately 1.03 lakh in 2013 to more than 3.23 lakh in 2025, it has become essential for India to strengthen digital service delivery and welfare measures for its maritime personnel. The E-Samudra platform aims to provide a seamless digital window for all maritime services, thereby easing compliance and enhancing transparency.

Director General of Maritime Administration, Shyam Jagannathan, described E-Samudra as a transformative platform that shifts maritime administration towards digital governance. He underscored the platform’s capability to provide services to seafarers online, paralleling the ease experienced by individuals on land.

Community Engagement and Future Prospects

The launch event gathered various representatives from the maritime industry, seafarer organisations, and government agencies, reflecting a collaborative approach towards improving the maritime sector. Initiatives such as Sagar Mein Yog and Sagar Mein Samman were also discussed, aimed at promoting wellness and inclusivity among seafarers, especially women.

Minister Sonowal interacted with various stakeholders, including recruitment services and young maritime professionals. He encouraged the next generation of seafarers to uphold safety, professionalism, and continuous learning, reiterating the government’s ongoing support for their development.

The introduction of E-Samudra marks a pivotal step towards a technology-driven, transparent, and citizen-centric governance model within India’s maritime sector, aiming to strengthen its position as a leading global maritime nation.
