India, Israel Explore Greater Collaboration in Public Sector Auditing

India and Israel have signed a Memorandum of Understanding (MoU) to deepen cooperation between their respective supreme audit institutions, with a focus on knowledge exchange, technical collaboration and capacity building in public sector auditing.

The agreement was signed during a visit by a high-level Israeli delegation led by Matanyahu Englman, State Comptroller and Ombudsman of Israel, to the Office of the Comptroller and Auditor General (CAG) of India. The visit also included discussions on emerging technologies and their role in strengthening public sector oversight.

MoU Aims to Enhance Audit Collaboration

The MoU was signed following a bilateral meeting between Comptroller and Auditor General of India K Sanjay Murthy and Matanyahu Englman, who also serves as President of the European Organisation of Supreme Audit Institutions (EUROSAI).

According to an official release, the agreement establishes a framework for greater cooperation in public sector auditing through the exchange of professional knowledge, methodologies, technical expertise, training opportunities and best practices.

Both sides also discussed the possibility of organising bilateral seminars alternately in India and Israel. The proposed events would provide a platform for sharing professional experiences, innovative approaches and expertise in areas of common interest.

The release said the engagement reflected the commitment of both institutions to advancing transparency, accountability, good governance and innovation in public administration while strengthening bilateral ties between India and Israel.

Focus on Artificial Intelligence in Auditing

As part of the visit, Englman delivered a lecture under the Dr BR Ambedkar Lecture Series on the theme “Artificial Intelligence in Public Sector Auditing: Advanced Applications, Performance Auditing and Innovative Tools in Modern State Auditing”.

During the lecture, he highlighted the growing role of emerging technologies, including artificial intelligence and data analytics, in improving the effectiveness, efficiency and overall impact of public sector audits.

Drawing on the experience of the Office of the State Comptroller and Ombudsman of Israel, Englman shared examples of how innovative technologies can be used to strengthen public oversight, improve accountability mechanisms and address evolving governance challenges.

Senior Officials Attend Bilateral Meeting

The bilateral discussions were attended by senior officials from both countries. Representing the Indian side were KS Subramanian, Deputy Comptroller and Auditor General; BK Mohanty, Chief Technology Officer; and Vimalendra Patwardhan, Director General of SAI India.

The Israeli delegation included Reuven Azar, Ambassador of Israel to India, and Miri Weiss, Head of the International Department at the Office of the State Comptroller and Ombudsman of Israel.

Officials said the agreement is expected to facilitate closer institutional cooperation and support the adoption of innovative auditing practices through continued engagement between the two supreme audit institutions.
